This is stipulated in the Regulations of the People's Republic of China on Railway Transport Safety Protection. See article 10 for details:

Article 10 Safety protection zones shall be set up on both sides of railway lines. The scope of the railway line safety protection zone, starting from the toe of the railway subgrade slope, the top of the cutting slope or the outside of the railway bridge, is:

Urban areas, not less than 8 meters;

(two) residential areas in the suburbs of the city, not less than 10 meters;

(3) Residential areas in villages and towns, not less than12m;

(4) Other areas, not less than15m.

The specific scope of the railway line safety protection zone is proposed by the railway management organization, and the local people's governments at or above the county level shall delimit it according to the principle of ensuring the safety of railway transportation and saving land. If the railway land can meet the requirements of the preceding paragraph, the railway management institution shall delimit the railway line safety protection zone within the scope of the railway land.

Where the railway line safety protection area overlaps with the highway construction control area, river management scope or water conservancy project management protection scope, it shall be designated by the railway management institution, the highway management institution and the water administrative department after consultation and reported to the local people's government at or above the county level.

Railway transport enterprises shall set up stakes at the boundary of railway line safety protection zones, and set up fences, fences and other protective facilities as needed.

Where a special railway within an enterprise or unit needs to delimit a railway line safety protection zone, it shall be demarcated with reference to the provisions in the first paragraph of this article.
