Article 2 These Regulations apply to the planning, construction, maintenance, repair and management of municipal facilities within the city limits of this city. Article 3 The municipal facilities referred to in these regulations include:

(1) Urban roads: refers to urban roadways, sidewalks, parking lots, roadside squares, underground passages, road shoulders, roadside slopes, roads Gutters, road guardrails, road land acquisition, etc.;

(2) Urban bridges and culverts: refers to urban bridges, culverts, overpasses, pedestrian bridges and their ancillary facilities;

(3) Urban drainage facilities: refers to rainwater pipes, sewage pipes, inspection wells, rainwater wells, sewage cover ditches and open ditches, pumping stations, sewage treatment and other facilities;

(4) Urban flood control and drainage facilities: refers to facilities used for Urban flood control and drainage ditches, embankments and land and facilities within their protection scope;

(5) Urban lighting facilities: refers to urban roads, residential areas, bridges and culverts, squares, ancient buildings and buildings on both sides of the street , structures, open parks, green spaces and fountains, etc. lighting facilities and ancillary facilities, etc. Article 4 The municipal urban construction administrative department is responsible for the management of municipal facilities within the city. Yinchuan Municipal Engineering Management Office and Yinchuan Municipal Street Light Management Office (hereinafter collectively referred to as municipal facilities management agencies) are responsible for the daily management of municipal facilities in accordance with their respective responsibilities, and implement administrative penalties in accordance with the provisions of these regulations.

Planning, public security, environmental protection, water conservancy and other administrative departments shall coordinate the management of municipal facilities in accordance with their respective responsibilities. Article 5 The management of municipal facilities shall adhere to the principles of unified planning, supporting construction, coordinated development and equal emphasis on construction, maintenance and management. Article 6 Municipal facilities are social public facilities. All units and individuals have the obligation to protect them and have the right to stop, report and accuse violations of these regulations. Chapter 2 Planning and Construction Management of Municipal Facilities Article 7 The municipal urban construction administrative department shall, in accordance with the urban economic and social development and urban overall planning, work with relevant departments to prepare a development plan and annual implementation plan for the construction of municipal facilities, and submit it to the Municipal People's Government Organize implementation after approval.

The construction plan of various pipelines, poles and other facilities attached to urban roads such as urban water supply, drainage, gas, heating, power supply, communications, cable TV, fire protection, landscaping, etc., shall be consistent with the urban roads. The development plan is coordinated with the annual construction plan and constructed simultaneously with urban roads. Article 8: Funds for the construction of urban municipal facilities shall be raised through various channels such as government investment, fund-raising, loans, and paid use of state-owned land in accordance with relevant national regulations.

Municipal facilities can be used for a fee. The items, standards and deadlines for paid use shall be implemented after approval in accordance with the management authority and approval procedures stipulated by the state.

Income from paid use shall be used for the construction, maintenance and repair of municipal facilities or the repayment of loans and fund-raising. Article 9 The construction of urban municipal facilities shall be included in the comprehensive development and construction plans of urban reconstruction and construction and residential quarters.

Chapter 3 Management of Urban Roads, Bridges and Culvert Facilities Article 13 Municipal facilities management agencies and public security and traffic management departments shall cooperate closely to strengthen the management of urban roads, bridges and culvert facilities, and ensure that urban roads, bridges and culvert facilities are in good condition and traffic is smooth and safe.

Article 14 The following behaviors are prohibited within the scope of urban roads, bridges and culverts:

(1) Occupying or digging roads, bridges and culverts without authorization;

(6) Erect gas pipelines with a pressure above 0.4 MPa, high-voltage power lines above 10 kV and other flammable and explosive pipelines on bridges;

(7) Motor vehicles operating on non-designated road sections and bridges and culverts Parking, car washing and test driving;

(8) Dumping garbage (soil), sewage and spilling other solid and fluid substances;
