Henry Chang-Yu Lee, born in Rugao, Jiangsu in 1938, is a Chinese-American, criminal forensics expert, honorary chairman of the Connecticut Scientific Advisory Center (Chief Emeritus for Scientific Services), Kang He is a tenured professor at the University of New Haven and a full-time professor of forensic medicine at the University of New Haven. In 1998, he served as the Chief of Police of the State of Connecticut, becoming the first Chinese-American chief to hold the highest state-level police position in the United States. Prior to that, he served as the Connecticut Public Safety Commissioner, director of the Connecticut Forensic Laboratory and chief criminologist from 1979 to 2000. In 2006, he established the "Li Changyu Institute of Forensic Medicine". In September 2013, he served as a consultant to the Procuratorial Technology Information Research Center of the Supreme People's Procuratorate. He has examined several major global cases, such as the murder of President Kennedy, Nixon's "Watergate Incident", Clinton's love affair case, the "911 Incident", the American football star Simpson's murder of his wife, the forensic investigation of the Yugoslavia genocide of 10,000 people, and Lu Xiulian "March 19 shooting case" and so on. Li Changyu has received more than 800 honors, including: the highest honor award in the field of forensic science - the Outstanding Service Award in the Criminal Field issued by the American Society of Forensic Science, the Outstanding Achievement Award issued by the American Society of Forensic Science, the Lifetime Award of the International Society of Forensic Science Honorary Award, World Outstanding Chinese Award, etc.
