Basic procedures for convening teachers' congress

The teachers' congress is held once every academic year. When necessary, the frequency can be appropriately increased according to actual needs. A good teachers' congress is an important link in the democratic management of schools. Therefore, the following five basic procedures must be followed.

1, elected representative

(1) conditions of employee representatives

Basic conditions: All faculty members who enjoy the basic rights of citizens have the right to vote and stand for election. No additional conditions, such as diploma, age, etc.

Relative conditions: because of the quota limit, we should consider from three aspects: first, the sense of responsibility; Second, the policy level; Third, the ability of education and teaching management.

② Proportional structure of faculty representatives

The composition of representatives should reflect representativeness and mass. The number of delegates is 20% of the total number of faculty and staff in the school, among which teachers' representatives should generally account for 60% of the total number of delegates, leading cadres above the middle level should generally not exceed 20% of the total number of delegates (school principals should generally be elected as representatives), and female faculty and young faculty should account for an appropriate proportion.

Representatives of the teaching staff are directly elected by the teaching staff by secret ballot.

⑤ By-election and replacement of employee representatives. Deputies shall be appointed on a permanent basis for a term of three years, and may be re-elected at the expiration of the term. Vacancies should be elected by the original unit according to regulations. The method is the same as the election.

⑥ Attending delegates and invited delegates.

The teachers' congress may invite some school leaders and relevant middle-level principals who are not elected representatives to attend the meeting as non-voting representatives, or invite some retired veteran cadres and teachers to attend. Generally speaking, the number of delegates and invited delegates shall not exceed 20% of the total number of formal delegates, and they have no right to vote, stand for election and stand for election.

The main problem to be solved by the teachers' congress is the topic of the teachers' congress. The agenda of the meeting should mainly focus on two aspects: ① major issues in education, teaching and management; (2) Major problems that teachers need to solve urgently. The decision of the subject must be passed by the Standing Committee of the Teachers' Congress to prevent individuals from acting at will.

3. Preparatory meeting

The preparatory meeting shall be presided over by the chairman of the trade union, attended by the Standing Committee of the Teachers' Congress or all the representatives, report on the preparations for this Teachers' Congress, put forward the agenda and suggestions of the Congress, and submit them to the Standing Committee of the Teachers' Congress or all the representatives for deliberation and approval.

Step 4 hold a meeting

A good teachers' congress is an important guarantee for teachers to exercise their democratic management power according to law. Therefore, we should strictly follow the agenda adopted by the preparatory meeting and seriously preside over the meeting in accordance with the prescribed democratic procedures.

Before the meeting, the moderator verified the number of staff representatives attending the meeting. The meeting can be declared when more than two thirds of the delegates are present. The main agenda of the meeting is:

② Group discussion:

Review the reports and proposals of the conference in groups, and prepare the draft decision of the conference or the candidates to be selected by the conference. The group leaders will summarize the discussion and deliberation opinions.

(3) Speech at the conference:

The team leader or elected representative will speak at the meeting, stating the opinions and suggestions for discussion and deliberation. You can also let the faculty representatives speak freely.

(4) The General Assembly voted:

Vote on various programs, general assembly resolutions, drafts or candidates. You can vote by show of hands or by voting. Announce the voting results, and the voting results shall be valid only with the consent of more than half of the total number of deputies.

5, the implementation of the resolution

The resolution of the general assembly is the decision made by the teachers' congress on its various issues and the embodiment of the functions and powers of the teachers' congress. Whether the resolution is implemented well is an important symbol to test whether the teachers' congress can play its role, and it must be implemented seriously. In order to maintain the authority of the teachers' congress and the seriousness of its resolutions, no one can modify the resolutions of the teachers' congress casually. In the process of implementation, when the situation changes and it is really necessary to revise, the school leadership meeting or the Standing Committee of the Teachers' Congress will discuss and study, put forward the revision opinions, convene a temporary teachers' congress to discuss and vote on the revised contents.
