1, apply for registration. The applicant for purchasing a house shall fill in the application form for purchasing a commercial house in the real estate trading market or real estate trading center with relevant documents (proof of the unit where the household registration book is located, or proof of the street office where the household registration book is located if there is no work unit), and issue a notice for purchasing a commercial house if it meets the requirements for purchasing a house stipulated by the state or local people's government upon examination by the real estate exchange.

2. Sign the contract. The applicant for house purchase signs a written house sales contract with the real estate transaction department with the Notice of Purchase of Commercial Housing, and signs an agreement with other relevant departments (such as signing a heating agreement with the heating department). The contract shall follow the prescribed format, including the time, place, structure, level, location, quantity, purchase price and deposit amount, payment method, time limit and method of performing the contract, tax burden, liability for breach of contract and handling methods. This contract can only come into effect after being formally signed and sealed by the relevant legal notary.

3. Pay the license plate. If you pay the house price according to the payment amount and payment method agreed in the contract, pay the house price in one lump sum, and pay the maintenance fund of public parts and facilities (elevators, high-pressure pumps and TV antennas) according to the specified proportion of the house price, you can get the certificate of private house entry.

4. Registration of ownership transfer. The purchaser, with the house sales contract, house purchase receipt and private house entry permit, can legally enter the house to purchase commercial housing only after going through the formalities of title transfer at the city and county real estate management departments and land management departments where the house is located, registering the property rights and obtaining the house ownership certificate and the state-owned land use certificate.
