A: According to the Regulations on Scenic Spots, a scenic spot refers to an area with ornamental, cultural or scientific value, concentrated natural and cultural landscapes and beautiful environment, which can be used for people to visit or carry out scientific and cultural activities; 5A-level national scenic spots represent the benchmark of world-class tourism quality and are the top tourist attractions in China. Compared with AAAA-level scenic spots, they pay more attention to humanization and detail, better reflect the general psychological needs of tourists for scenic spots, and highlight the nature of taking tourists as the center and people as the center. National-level scenic spots focus on the ornamental, cultural or scientific value of scenic spots, while 5A-level scenic spots have higher requirements on tourism traffic, tourist areas, tourists' safety and reception capacity. If the scenic spot is a 5A-level scenic spot, it means that the reception capacity is high and the supporting facilities are complete, which can ensure large-scale teams to enter. Therefore, the tourism products designed by travel agencies are mainly 5A-level and 4A-level scenic spots. But for tourists, whether it is a national scenic spot or a national 5A scenic spot, they are most concerned about the scenery in the scenic spot, as well as the price of tickets and the cost performance of services. Tourist attractions refer to tourist areas with functions of sightseeing, leisure, culture and entertainment, corresponding tourist facilities and a complete management system for providing tourist services. Tourist attractions are divided into 1A, 2A, 3A, 4A and 5A according to the quality grade standard.

A tourist resort refers to a spatial area where people experience a "new life" in different environments after work. Tourist resorts are divided into national tourist resorts and provincial tourist resorts according to the quality grade standard.

Different development

Resort is the product of the era of leisure and holiday tourism, and the resort is the concrete implementation of the National Tourism Leisure Program (20 13-2020).

Tourist attractions pay attention to "resources", that is, the level of tourism resources and landscape quality, followed by tourist centers. Tourist attractions emphasize the suitability of tourism.

The resort pays attention to the "environment", that is, the holiday environment conditions and life comfort. You don't necessarily need high-quality tourism resources or tourist centers. The focus is on livability.

What's the difference between it and 5A scenic spot?

Generally speaking, there are four main differences between national tourist resorts and 5A scenic spots:

1. The project construction system is different. 5A focuses on the overall service level of scenic spots, while national tourist resorts focus on the construction of holiday products.

Conceptually speaking, 5A scenic spot refers to the scenic spot divided according to the quality grade of People's Republic of China (PRC) (PRC), which is divided into five grades, from high to low, namely AAAAA, AAAA, AAA, AA, A..5A is the highest-level scenic spot in China, representing the level of world-class boutique tourist attractions.

Therefore, 5A scenic spots focus on the service quality of scenic spots, with specific quantifiable evaluation criteria, and pay more attention to the comprehensive service quality of scenic spots. 5A-level tourist attractions have higher requirements on tourist flow, tourist area, tourist safety and reception capacity. If the scenic spot is a 5A-level scenic spot, it means that the reception capacity is high and the supporting facilities are complete, which can ensure large-scale teams to enter, so there are a large number of tourists and high exposure. A typical standard is that 5A scenic spot needs more than 1 000 parking spaces, which is not required by national tourist resorts.

National tourist resorts place more emphasis on in-depth experience and leisure vacation. The core of national tourist resorts lies in the construction of holiday products, especially holiday hotels. In the mandatory indicators of national tourist resorts, it is clearly required that there are at least three resort hotels with international brands or standards, with a total number of rooms not less than 1 1,000, with a score of more than 2,000. The required area of national tourist resort is much larger than 5A scenic spot, not less than 3 square kilometers, and the national tourist resort is not less than 8 square kilometers.

The standard of 2.5A-level scenic spots only involves the number of tourists, while national tourist resorts pay more attention to the overnight rate of tourists.

In the standard of 5A-level scenic spots, on the one hand, it is required to receive no less than 400,000 tourists per year (the proportion of overseas tourists is not less than 5%), on the other hand, it is required to verify the maximum tourist carrying capacity of scenic spots and announce it to the public; Both requirements only concern the number of tourists.

For state-level tourist resorts, besides the requirements for the number of tourists received annually (more than 700,000 tourists received annually) and the detailed requirements for the overnight rate of tourists, the standard also requires that the average number of overnight visitors be more than 3 days (the average number of overnight visitors is not the average number of tourists received annually), and at least one-third of overnight visitors stay for more than 3 nights or two-thirds stay for more than 2 nights, and the average number of overnight visitors is more than 0.6 nights, and they are all from other provinces.

Most of the 3.5A-level scenic spots are resource-based scenic spots, and the source of profit depends on ticket income. National tourist resorts generally do not accept tickets, and the main source of profit is the holiday experience.

Now many 5A scenic spots still rely on local excellent natural tourism resources to collect tickets for profit.

However, national tourist resorts generally do not accept tickets, and the source of profit is the experience economy in the resort. For example, Qingdao Phoenix Island National Tourism Resort is located in Qingdao West Coast New District, the venue of Qingdao International Beer Festival, and its high-quality resources such as sea, beach, island and bay. Generally speaking, the number of tourists in 5A scenic spots is much higher than that in leisure resorts, but the per capita consumption in leisure resorts is higher than that in 5A scenic spots.

4. The investment scale of national tourist resorts is much higher than that of 5A scenic spots, so the number of national tourist resorts is far less than that of 5A scenic spots.

For 5A scenic spots, the focus is on improving the service construction of scenic spots, and for national tourist resorts, the essence of leisure and holiday experience should be created. Therefore, in terms of investment scale, national tourist resorts are much higher than 5A scenic spots, and the number of national tourist resorts is far less than 5A scenic spots.

Up to now, the tourism authorities have identified 258 national 5A-level tourist attractions. There are only 17 tourist resorts in China.
