Under the material conditions of the primary stage of socialism, it is impossible to implement distribution according to needs, but only the principle of distribution according to work, that is, equal pay for equal work. This principle of equivalent exchange has the equal form of bourgeois legal rights, but it does not have the exploitation component under capitalist private ownership (that is, it occupies surplus value for free), but only retains the equivalent exchange form of goods.

Distribution according to work only recognizes equal pay for equal work, only recognizes labor time (including intensity) as the standard, and does not recognize differences in merit, seniority and position. The salary system of civil servants in bourgeois countries is based on positions, not distribution according to work, but the privilege of the bourgeoisie. Therefore, the exploitative post-based hierarchical treatment system in socialist countries is not the principle of distribution according to work, but follows the bourgeois hierarchical privilege.
