Have places in Hebei Province always belonged to Hebei Province in historical times?

Not entirely.

For example, there is a Yishui River in Baoding, Hebei. The south of Yishui River was the territory of the Song Dynasty. To the north of the Yishui River is the territory of the Liao Kingdom.

This was originally a geographical boundary, but over time the people on both sides of the river have long been integrated. But in everyday language, subtle differences can still be caught.

For example, people on the south bank of Yishui are called "brother-in-law", while people on the north bank of Yishui are called "dantiao". They all have the accent of Baoding, Hebei, but the two words are reversed.

But people in Nan'an will laugh at the people across from them. But in the Beijing area further north of the Yishui River, it is consistent with this. It's just that the accent has changed to Beijing dialect with the accent of "er" - "danerchao"

I used to be quite surprised by this change. But when you unfold the map, you will find that the Sixteen Yanyun Prefectures given to the Liao Kingdom by Shi Jingtang include this area. Starting from the Later Jin Dynasty of the Five Dynasties and Ten Kingdoms, all the way down, through the Liao, Jin, and Yuan Dynasties, it lasted for four hundred years. You may still be a little unfamiliar with this concept of time. For example, if we look back four hundred years from this year, we have already reached the middle of the Ming Dynasty.

These areas are separated from the Central Plains. Although it was sometimes briefly captured, the long-term customs and habits did create differences between the two places.

Beijing: Youzhou, Shunzhou, Ruzhou, Tanzhou

Shanxi: Yingzhou, Huanzhou, Shuozhou, Yunzhou Prefectures

Hebei: Zhuozhou, Yingzhou, Mozhou, Xinzhou, Guizhou, Wuzhou, Yuzhou

Among them are the seven prefectures in Hebei, which are currently: Zhuozhou , Hejian, Renqiu, Zhuolu, Huailai, Xuanhua and Yuxian. As for these seven regions in Hebei, except for the four counties to which Zhangjiakou belongs, they are properly within the territory of the Liao Kingdom. The other three (Zhuozhou, Hejian and Renqiu) are all in the north of present-day Baoding and Cangzhou, which is also the area where the Liao and Song Dynasties meet.

The natural barrier that can defend the Central Plains is the line of the Great Wall further north (Beijing area), which has been included in the Liao Kingdom. Therefore, the northern cavalry could go from the northern end of the North China Plain directly to the capital of the Song Dynasty, Kaifeng, without having to cross mountains and ridges.

The vast North China Plain is flat and there is no danger to rely on, and it cannot stop the invading enemy at all. Therefore, the Song Dynasty concentrated all its military forces near the capital, Kaifeng, from the very beginning. This is also the famous dilemma of the Northern Song Dynasty.

Efforts in other areas have also been made. For example, the earliest Beijing was Daming County in Hebei Province. It was called Beijing Daming Mansion at that time. It was also the northernmost territory of the Northern Song Dynasty. It was the outpost and bridgehead of the northern resistance to the Liao Kingdom.

In "Water Margin", the prisoners were sent to Cangzhou for military confinement, which also meant they were sent to the northernmost border to resist the Liao army.

So, the places that now belong to Hebei Province belonged to two imperial courts eight hundred years ago.
