The only explanation is that because labor dispatch has existed for more than 20 years and nearly 30 years, it is impossible to cancel it. Where is the more rational way of employing people? How to ensure that the kindness of the state for the benefit of workers will not be used by others?
To sum up, labor dispatch itself is set for workers, but it is inevitable that some enterprises will use the loopholes in labor dispatch itself to make profits and then dispatch labor. If you cancel at once, how to solve a series of problems?
