Is it sexual harassment for a leader to swear?

Sexual harassment refers to harassment based on sexual desire, verbal behavior with sexual suggestion, or religious ceremony aimed at the harassed object. Usually, the victim's physical contact with the victim's gender characteristics hinders the victim's freedom of behavior and causes the victim to resist. Sexual harassment mainly takes the following forms:
