(2) Safe, scientific and rapid disposal of the dammed lake. (3) Emergency removal of water conservancy projects damaged by earthquake. The first is to fully investigate the danger. More than 3, water conservancy professionals were deployed in the province's water conservancy system, and together with the Ministry of Water Resources, Sichuan aid teams were organized to carry out dragnet investigation, and the damage of earthquake-damaged reservoirs in the province was found out in the shortest time. Second, the responsibility mechanism has been established, and the administrative responsible person, technical responsible person and monitoring responsible person have been implemented station by station for earthquake-damaged reservoirs and hydropower stations, and they have been publicized in Sichuan Daily. Third, the emergency plan has been implemented. In view of the large-scale and dangerous situation of earthquake-damaged reservoirs, local governments have been instructed to formulate emergency plans for the transfer of downstream people in a timely manner and implement forecasting and early warning measures. For some high-risk and dangerous reservoirs and reservoirs with important locations, emergency alarm plans have been formulated, and people's pre-planned transfer route cards and posters of "What to do if the reservoir breaks" have been issued to guide the people to avoid danger safely. Carefully organized Zhongjiang and Pengzhou avoidance drills, which provided a model for flood control of earthquake-damaged reservoirs and people's avoidance. At the request of the provincial water resources department, various localities also organized and carried out hedging drills, which improved their actual combat capability. Fourth, emergency water release was carried out to reduce the danger, and all the reservoirs damaged by the earthquake were operated at a reduced water level, of which more than 21 were reduced to the dead water level, and all 69 reservoirs in danger of dam failure were emptied. Fifth, pay close attention to emergency rescue, send 18 on-site design teams and 1 design guidance team to design the rescue plan for earthquake-damaged reservoirs with more than 3, local water conservancy technicians, and organize more than 1, rescue forces inside and outside the province to rescue. At present, all earthquake-damaged reservoirs and hydropower stations have completed emergency rescue tasks as planned. 633 embankments damaged by earthquake were completed in emergency, accounting for 9% of the total number. During the heavy rainfall in July and August, no new serious danger occurred in the earthquake-damaged water conservancy project.

(4) make every effort to ensure emergency water supply in disaster areas. The first is to urgently investigate the danger. The elite technical forces in the province were transferred, and together with experts sent by the Ministry of Water Resources and local water conservancy departments, 18 working groups were formed to find out the damage status of water supply facilities in 21 severely affected counties. The second is to strengthen technical guidance. The Implementation Plan for Emergency Water Supply in Rural Areas in Sichuan Province and the Technical Plan for Emergency Centralized Water Supply in Resettlement Sites for Earthquake Relief Victims were formulated to organize and guide local water conservancy departments to carry out emergency water supply work quickly. The "Emergency Common Sense of Drinking Water Safety in Earthquake Relief" was compiled to guide the people to use water scientifically and safely. The third is to solve the emergency drinking water. We urgently purchased 12 water delivery trucks, 1, buckets and 2 oil-fired generators to deliver water to the people in severely affected towns, and invested 6,5 sets of temporary water purification equipment, 46 mobile water-making equipment and 1, life straws to ensure the people's emergency drinking water. The fourth is to pay close attention to repairing and building new water supply facilities. We organized 18 water supply emergency repair teams in the province and more than 4 emergency repair teams in Shanghai, Chongqing, Wuhan and Dalian to repair more than 1,59 water supply facilities and build 2,129 emergency centralized water supply projects together with the water conservancy departments in the disaster areas. The fifth is to strengthen water quality monitoring. Take the lead in establishing a linkage mechanism for earthquake relief and water supply security with the Provincial Construction Department, Health Department, Environmental Protection Bureau and Agriculture Department; Four water quality monitoring vehicles and hundreds of full-time and part-time water quality monitoring technicians were dispatched to continuously monitor the water quality of 25 sections of centralized water supply sources, important river sections and sensitive waters in the disaster area. By the end of May, the problem of temporary emergency water supply for 5.75 million rural people in disaster areas had been completely solved. And from the beginning of June, the water supply security work changed to the transitional resettlement water supply. At present, in 21 severely affected counties, each county has established a number of water supply demonstration sites; Water supply facilities were built in 1441 prefabricated houses in the province, and the drinking water safety of the affected people was guaranteed.

(5) Carry out self-help in production in time. First, pay close attention to restoring water supply in irrigation areas. The emergency repair fund of 63.9 million yuan was raised in various ways to carry out emergency restoration of damaged irrigation projects, which basically relieved the danger of channels, hubs and key buildings in severely damaged irrigation areas. On May 31, the emergency irrigation water supply capacity was basically restored, ensuring the safety of agricultural production water supply in the year of disaster, and realizing 29.41 million mu of rice planting, only 4, mu less than the planned planting area. The second is to restore local power supply. 96 affected towns and villages with local power supply, except Magong Township in Qingchuan County was buried by debris flow and Shiba Township was submerged by Shibagou dammed lake water, all the others resumed power supply. Third, we should step up efforts to resume aquatic production. The aquaculture area has been restored to 27,5 mu, and 8,695 tons of seedlings have been released.

(6) solidly carry out flood control and security work. First, earnestly implement responsibilities and carry out flood control supervision. Adhere to the 24-hour flood control duty, carry out flood control inspection in an all-round way, and 1 departmental cadres led the supervision team respectively, and went deep into various places to supervise the implementation of measures such as the establishment of flood control responsibility system, the perfection of flood control plan, the reserve of rescue materials, and the training of rescue teams, and focused on urging all places to implement flood control measures for the 1997 earthquake-damaged reservoirs. The second is to comprehensively investigate the safety of the resettlement sites of the affected people. Special inspections were conducted on 19 resettlement sites with potential safety hazards, and five resettlement sites, including Jingu Village, Beichuan County, were strengthened to monitor and inspect the duty, and the hedging plan was made; Engineering measures such as adding high-grade walls and strengthening dikes were taken to prevent 6 resettlement sites such as Qingshaping in Wenchuan County. For eight resettlement sites with serious hidden dangers, such as Jiangyou Jingyuan Village, a written notice was issued to evacuate within a time limit. The third is to carry out flood control and hedging drills. Nanchong, Luzhou and other cities and states have conducted drills on flood control organization and command, flood warning, mass transfer, dangerous situation disposal, wounded treatment and other projects, and achieved good results.

(7) Successfully completed the post-disaster reconstruction plan. In line with the attitude of being responsible for the party, the masses and history, based on the current situation and with a long-term view, the post-disaster reconstruction plan of water conservancy was scientifically compiled and successfully passed the examination of the Ministry of Water Resources and the provincial government. Successfully held a symposium for the heads of water conservancy departments (bureaus) of 19 provinces and cities in Sichuan's post-disaster water conservancy reconstruction, and realized the docking of counterpart aid construction in terms of projects, funds, construction management and coordination.
