Chapter 1 General Provisions Article 1 In order to strengthen the management of urban appearance and environmental sanitation and create a clean, beautiful and civilized urban environment, in accordance with the "Regulations on the Management of Urban Appearance and Environmental Sanitation" of the State Council and combined with the actual situation of this city, Establish this provision. Article 2 All units and individuals must abide by these regulations within the scope of urban administrative streets and urban and town people's governments. Article 3 The city appearance and environmental sanitation administrative department of the Guangzhou Municipal People's Government shall manage the city's city appearance and environmental sanitation work and be responsible for the organization and implementation of these regulations.

The district city appearance and environmental sanitation administrative department is responsible for the city appearance and environmental sanitation management within its jurisdiction.

The subdistrict office and the town people's government are responsible for the city appearance and environmental sanitation management within their respective jurisdictions.

Administrative departments such as planning, environmental protection, municipal administration, gardening, public utilities, public security, transportation, industry and commerce, health, and housing management shall assist the city appearance and environmental sanitation administrative departments in implementing these regulations in accordance with their respective functions. Article 4: Culture, education, health and other departments and news units should do a good job in publicity and education of scientific knowledge about urban appearance and environmental sanitation. Article 5: The whole society must respect the labor of city appearance and environmental sanitation staff and protect their legitimate rights and interests. All units and individuals have the right to stop or report any behavior that hinders or obstructs city appearance and environmental sanitation staff from performing their duties and damages city appearance, environmental sanitation and its facilities.

The administrative department of city appearance and environmental sanitation should establish a complaint system to accept complaints about violations of city appearance and environmental sanitation management. Chapter 2 City Appearance Management Article 6 The appearance of buildings, public facilities, advertising signs, and public places in the city must comply with the national urban appearance standards. If it is old or damaged, it should be repaired, replaced or dismantled in time. Article 9 Units and shops (stalls) on both sides of the road should be kept clean and tidy. It is not allowed to pile up or hang objects in front of the door that may hinder the appearance of the city.

Scaffolds, sunshade (rain) cloth, canopies, etc. on both sides of the market and roads must be intact, beautiful, and clean. If it is old or damaged, it should be replaced or repaired in time. Article 10: The competent authority must clean, repair or restore collapsed or damaged trees and telephone poles, traffic guardrails, street signs, stop signs (kiosks), fruit bins, fire hydrants, manhole covers and other public facilities on the same day. Exceptions are made for damage caused by severe natural disasters. Article 11: All units and individuals are not allowed to slaughter livestock, process meat and aquatic products on the road, or engage in other activities that harm the appearance of the city. Article 12 All types of motor vehicles driving in urban areas must be in good shape and clean and tidy.

When vehicles carry fluids (liquids), bulk materials and waste, they must be sealed, bandaged, and covered, and must not be leaked along the way. Article 13: Construction sites should implement closed construction, and enclosure facilities of no less than 2 meters must be installed around the construction site. All demolition and construction work must be provided with dust shielding facilities.

If the construction unit is approved to occupy the road to pile up construction materials, it should be stacked neatly according to the approved scope, and the site must be removed and cleared immediately after the occupation period expires; for all building construction, after the completion of the third floor structure, the construction materials should be Place it indoors and no longer occupy the road. Chapter 3 Management of Environmental Sanitation Facilities Article 14 The Municipal People's Government shall organize the preparation of a professional plan for the establishment of environmental sanitation facilities in accordance with relevant national standards and incorporate it into the city's overall plan. The municipal administrative department for city appearance and environmental sanitation shall organize and implement the plan in phases according to the plan. Article 15 The construction unit of urban renewal, new residential quarters, new (expanded) urban roads, large and medium-sized bazaars, tourist (entertainment) venues, etc. shall, in accordance with the national environmental sanitation facilities setting standards, construct domestic waste collection facilities respectively. Transportation stations, public toilets, environmental sanitation water filling stations, environmental sanitation business rooms and other facilities.

Supporting construction of environmental sanitation facilities should be designed, constructed and accepted at the same time as the main project. The required funds are included in the total investment of the construction project.

Environmental sanitation facilities that have passed the acceptance inspection shall not change their nature of use.

When formulating plans and designs for supporting the construction of environmental sanitation facilities, the municipal administrative department for city appearance and environmental sanitation should participate in the joint review. Article 16 The construction unit shall construct environmental sanitation facilities in accordance with the approved design plan. If it is really necessary to change the original design plan, it must be reported to the original approval department for approval. Article 17: All units and individuals are not allowed to move, dismantle, occupy or damage environmental sanitation facilities without authorization. If domestic waste collection stations, public toilets and other facilities must be demolished due to construction needs, the construction unit shall submit a demolition and construction plan to the municipal administrative department for city appearance and environmental sanitation in advance. If demolition and construction are approved, construction should be done first and then demolished, and whoever demolishes it should build it. Article 18 If a construction project requires the construction of septic tanks and garbage chutes, the design plan must be reviewed and approved by the municipal administrative department for city appearance and environmental sanitation. After completion, it can only be put into use after passing the inspection by the original approval department.
