Article 4 The people's governments of autonomous prefectures, counties (cities), and townships (towns) shall strengthen the publicity and education of laws, regulations, and scientific knowledge on urban appearance and environmental sanitation, and guide citizens to increase their awareness of environmental sanitation and develop good hygiene habits. Article 5 The people's governments of autonomous prefectures and counties (cities) shall strengthen the construction, management and maintenance of urban city appearance and environmental sanitation infrastructure, and incorporate them into national economic and social development plans. Encourage units and individuals to invest in the construction of urban environmental sanitation infrastructure and engage in environmental sanitation services. Article 6: The administrative departments of housing and urban-rural development of the people's governments of autonomous prefectures and counties (cities) are responsible for the supervision, management and service of urban appearance and environmental sanitation within their respective administrative regions.

Relevant departments such as environmental protection, industry and commerce, public security, health, transportation, tourism, culture, land and resources, etc. shall, in accordance with their respective responsibilities, do a good job in the supervision, management and service of urban appearance and environmental sanitation.
