< p>Measures for the Management of Paid Use of Plastic Shopping Bags in Merchandise Retail Places

Article 1: These Measures are formulated to save resources, protect the ecological environment, and guide consumers to reduce the use of plastic shopping bags.

Article 2 The term “commodity retail establishments” as mentioned in these Measures refers to various supermarkets, shopping malls, and bazaars that provide retail services to consumers.

The term “plastic shopping bags” as mentioned in these Measures refers to plastic bags provided by commodity retail establishments and used to hold goods purchased by consumers and have a carrying function. However, it does not include plastic pre-packaged bags used in retail places for hygiene and food safety purposes to contain bulk fresh food, cooked food, pasta and other commodities.

The material and technical requirements of plastic shopping bags are regulated by relevant national standards.

Article 3 Merchandise retail establishments shall provide consumers with paid plastic shopping bags in accordance with these Measures.

Article 4 The competent commerce departments, the competent price departments, and the industrial and commercial administrative departments shall, in accordance with relevant laws and regulations, supervise and manage the business activities during the paid use of plastic shopping bags in commodity retail establishments within the scope of their respective responsibilities.

Article 5: Commercial retail establishments shall clearly mark the price of plastic shopping bags in accordance with the law.

Article 6: Commodity retail establishments may independently set the price of plastic shopping bags, but shall not engage in the following behaviors:

(1) Selling plastic shopping bags below operating costs;

(2) Selling plastic shopping bags without marking the price or not marking the price according to the prescribed content and method;

(3) Using discounts or other methods to sell plastic shopping bags to consumers without marking the price. ;

(4) Provide plastic shopping bags to consumers free of charge or in disguised form.

Article 7 Merchandise retail establishments shall separately list the quantity, unit price and payment of plastic shopping bags purchased by consumers on the sales voucher.

Article 8 Merchandise retail establishments should purchase plastic shopping bags from legally established plastic shopping bag manufacturers, wholesalers or importers, obtain relevant certificates and licenses, and establish a plastic shopping bag purchase and sales ledger for inspection. .

Article 9 Commercial retail establishments shall not sell plastic shopping bags that do not meet relevant national standards.

Article 11 encourages commodity retail venues to provide alternatives to plastic shopping bags that meet relevant quality standards and environmental protection requirements.

Article 13 The operators of commodity retail establishments (hereinafter referred to as operators) shall bear corresponding responsibilities for violations of the relevant provisions of these Measures.

Article 14 If the operator, operator or leasing unit of a commodity retail establishment violates the relevant price behavior and explicit price regulations in Article 6 of these Measures, the competent price department shall order it to make corrections and impose penalties depending on the circumstances. Article 18 If an operator, proprietor or leasing unit of a commodity retail establishment is punished for violating the relevant provisions of these Measures, the competent commerce department, the competent price department and the industrial and commercial administrative department may report the punishment information to the public. announcement.

Article 20 The commercial departments of the people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government may, together with the price supervisors and industrial and commercial administrative departments at the same level, formulate implementation details in accordance with these Measures, which shall be implemented after approval by the people's governments at the same level and reported to them.
