Chapter 1 General Provisions Article 1 In order to strengthen the management of dog breeding, standardize dog breeding behavior, ensure the personal safety and health of citizens, maintain social public order and city appearance and environmental sanitation, according to the "People's Government of the People's Republic of China" The Animal Epidemic Prevention Law of the People's Republic of China, the Public Security Administration Punishment Law of the People's Republic of China, the Tai'an City Civilized Behavior Promotion Regulations and other relevant laws and regulations have been formulated based on the actual situation of this city. Article 2 These Measures shall apply to the immunization, registration, breeding, shelter, adoption, operation and related management activities of dogs within the administrative area of ??this city.

If there are other provisions in laws and regulations regarding the management of special dogs for guides, aids, and auxiliaries, and dogs for specific purposes raised by zoos, scientific research institutions, professional performance groups, etc., such provisions shall prevail.

This method does not apply to the management of military and police dogs. Article 3 The management of dog breeding follows the principles of combining supervision by government departments, participation of grassroots organizations, self-discipline of dog owners, and supervision by the public. Article 4 The municipal and county (city, district) people's governments shall strengthen leadership over dog management, establish a coordination mechanism for dog management, organize and coordinate the resolution of major issues in dog management, and organize and coordinate the work required for dog management. The funds are included in the fiscal budget of the corresponding level. Article 5 The public security organs are the competent departments for dog breeding management and are responsible for dog breeding registration, establishing a dog breeding management service information system, establishing and managing dog shelters, catching stray dogs, culling rabid dogs, and investigating and punishing related illegal dog breeding behaviors in accordance with the law. The city management department (comprehensive law enforcement department) is responsible for investigating and punishing dog breeding that affects city appearance and environmental sanitation according to law, and taking dogs out without leading them in accordance with regulations.

The competent departments of agriculture and rural areas are responsible for the immunization, quarantine, epidemic control and harmless treatment of dogs.

The market supervision department is responsible for the supervision and management of dog business activities.

The development and reform, civil affairs, finance, housing and urban-rural construction, health and other departments shall do a good job in the management of dog breeding in accordance with their respective responsibilities.

Township people’s governments and sub-district offices should cooperate with relevant administrative departments in the management of dog breeding. Article 6 Residents’ committees, villagers’ committees, owners’ committees, and property service companies shall assist relevant management departments in the management of dog breeding, and may organize the formulation and supervision of the implementation of civilized dog-raising regulations, and urge dog owners to raise dogs in a legal and civilized manner.

Resident committees and village committees shall mediate disputes arising from dog breeding in accordance with the law. Article 7: Dog breeding management shall be managed by division according to key management areas and general management areas.

Article 8: Departments responsible for the management of dog breeding, as well as news media such as radio, television, newspapers, magazines, and websites, shall strengthen social ethics education and public welfare publicity of knowledge on civilized dog breeding, and guide dog owners to raise dogs in a legal and civilized manner. Article 9: Any individual or unit has the right to dissuade, complain and report illegal dog-raising behavior. Relevant management departments should handle complaints and reports in a timely manner and inform the complainants and whistleblowers of the results. Chapter 2 Immunization and Registration Article 10 A rabies immunization system is implemented for raising dogs. Dog owners should take their dogs to the vaccination unit determined by the agricultural and rural authorities to receive rabies vaccination within the following time limits:

(1) Within fifteen days from the date when the puppy is three months old;< /p>

(2) For dogs that have been vaccinated, before the vaccination interval expires;

(3) For other dogs, within fifteen days from the date the dog owner obtains the dog. Article 11 The immunization unit shall inoculate rabies vaccines to dogs that meet the immunization conditions, issue dog immunization certificates, and enter the immunization information into the dog management service information system.

Dogs in key management areas must be implanted with electronic tags when vaccinated against rabies.

Article 12 In key management areas, it is prohibited to raise or sell aggressive dogs listed in the city’s list of prohibited breeds.

In general management areas, aggressive dogs listed on the list of prohibited breeds in this city must be tethered or kept in captivity; except for immunization, diagnosis and treatment, they are not allowed to be taken out; if they are taken out for immunization, diagnosis and treatment, Should be placed in a dog crate.

It is prohibited to keep aggressive dogs included in the city’s list of prohibited breeds in urban residential areas.

The list of prohibited breeds of vicious dogs in this city shall be determined by the public security organs in conjunction with the agricultural and rural authorities and announced to the public. Article 13 Individuals who keep dogs must have full capacity for civil conduct and have a fixed residence in this city. Units that raise dogs should have special places and safety protection facilities to keep them in captivity, and designate a dedicated person to be responsible for the management of dogs.
