1. The community election committee holds its first meeting to divide work, study the election work plan, and formulate the community election work plan.

6. Publish the voter list and issue voter cards. If the direct election method is adopted, the list of all confirmed voters shall be announced; if the resident group representative method is adopted, the confirmed list of resident representative voters shall be announced.
7. Post a list to announce candidate conditions, and organize candidate registration and selection.
8. Determine the official candidates. On the basis of nominations from resident groups and individual registrations, the community election committee will review the qualifications of each nominee and applicant according to the candidate conditions and produce preliminary candidates.
9. Introduction of candidates. Candidates are allowed to carry out campaign activities before the voting day. It is organized by the community election committee and can be organized in two ways: organizational introduction and self-introduction.
10. Voting
① After the official candidates are confirmed, the district will print the ballots and distribute them to each community by the street.
② Handle proxy voting. Follow the requirements for entrusted voting and handle the entrustment procedures.
③ Arrange the voting venue. The venue for the election meeting must be solemn, grand and hung with logos.
④ If the election of residents’ representatives is adopted, a community neighborhood committee election meeting is held. If direct election or household representative election is adopted, the election meeting may be held, or the community neighborhood committee election meeting may not be held.
⑤Issue the election certificate. After the election results are announced, the street leaders or entrusted representatives will issue the "Certificate of Election of Community Neighborhood Committee Members" to the elected candidates in a timely manner.
11. Seal the votes and announce the election results.

Article 8 The director, deputy director and members of the residents' committee shall be composed of all persons with the right to vote in the area of ??residence. Article 9 Residents’ meetings may be attended by all residents over the age of 18 or representatives from each household, or may be attended by two to three representatives elected by each residents’ group.
A residents' meeting must be attended by more than half of all residents over the age of 18, representatives of households, or representatives elected by residents' groups. The decision of the meeting shall be passed by more than half of the attendees.
