How to standardize building houses

(2) the stage of investigation and cleaning. (Nov. 13th-Nov. 15th)

First, the township planning and construction management station should establish an illegal building file and report it to the county to standardize the rural villagers' building management station.

Second, the township planning and construction management station should make a record of the household survey of illegal buildings, and take photos to collect evidence of the location of illegal buildings.

Third, the village committees carry out a comprehensive and in-depth investigation of illegal buildings in their villages and report them to the township planning and construction management station.

(3) full implementation stage. (after November 15th)

First, the examination and approval of all housing construction will be suspended before November 3th in my township, and the temporary village planning plan of each village committee will be completed before November 3th, which will be reported to the county urban and rural planning bureau for examination and approval and filing after discussion and approval by the villagers' meeting or villagers' congress.

II. Work Requirements

(1) Unify thinking and strengthen leadership. Party member, township cadres, village cadres and members of the village building council should fully understand the significance of standardizing the management of rural villagers' building from the height of building "ecological double streams and beautiful double streams". To further enhance the sense of responsibility and urgency, each village should set up a villagers' building council, with the secretary or director of the village party branch as the director, and earnestly strengthen the organization and leadership of standardizing the management of rural villagers' building. (3) Establish a mechanism to conduct inspections. Establish a long-term mechanism for villagers' self-management of building houses. Organize rural cadres and the masses to participate in standardizing the management of rural villagers' housing construction, encourage village committees to formulate village rules and regulations for villagers' housing construction in accordance with the party's principles and policies and national laws and regulations, and combine the actual situation of the village to constrain the villagers' housing construction behavior. The village committee should keep abreast of the villagers' building trends, and should immediately dissuade them if they find illegal construction activities within their jurisdiction, and report to the township planning and construction management station or the competent department of urban and rural planning, land and resources and relevant law enforcement departments in a timely manner. The working group of township planning and construction management station should strengthen inspections, fill in inspection records, find illegal construction in time, and resolutely stop it.

(4) Strengthen supervision and cash rewards and punishments. The village committees standardize the management of building houses into the performance appraisal indicators of villages at the end of the year. Those who have supervisory responsibilities for rural villagers' building houses fail to perform their duties seriously, resulting in illegal construction, and their responsibilities will be seriously investigated; If it causes serious impact, it will be given disciplinary sanctions in accordance with the law. Villagers who fail to implement the plan must be rectified as required; those who fail to do so shall be rectified by the township planning and construction management station and the village housing Council, and the rectification expenses shall be paid from the housing commitment deposit. Those who cannot take rectification measures to eliminate the impact shall be forcibly removed by the township people's government according to the xxx Measures for Investigating Illegal Construction, and the required expenses shall be deducted from the housing commitment deposit.
