Rural collective financial management system of the Ministry of Agriculture

Standardized construction units must establish and improve internal control systems, especially focusing on the supervision and management of land compensation fees, "one case, one discussion" financing and labor, village-level debt management, and transfer fund revenue and expenditure management.

The Ministry of Agriculture and provincial (regional, municipal) agricultural economics departments implement dynamic management of the "National Rural Collective Financial Management Standardized Demonstration Unit" and conduct regular assessments and spot checks. If a demonstration unit encounters any of the following circumstances, its title of "National Demonstration Unit for Standardized Rural Collective Financial Management" will be cancelled, and its title plaque will be withdrawn.

1． Farmers petitioning due to financial problems, which is verified to be true;

2. Failure to make financial disclosures in a timely manner or make false disclosures;

3. Members of the democratic financial management team failed to perform their duties;

4. Democratic financial management and democratic supervision cannot be carried out normally;

5. Major financial problems are discovered in the audit;

6. Financial management accounting is not carried out in accordance with regulations or does not serve as a demonstration.

Article 14 Standardized construction units must implement unified computerized management and use agricultural Rural financial accounting computerized management software that is recognized or supervised by the Ministry of Finance and is in line with the new "Accounting System for Village Collective Economic Organizations" standards, and establishes and improves a computerized internal management system.

Article 15 Standardization construction units must regularly organize training for accounting personnel on accounting knowledge, policies and regulations, computerized management and other knowledge.
