Article 4: Municipal, county (district) health administrative departments are the competent authorities for voluntary blood donation by citizens within their respective jurisdictions.
The municipal, county (district) Citizen’s Voluntary Blood Donation Committee Office (hereinafter referred to as the Blood Donation Office) is responsible for the daily management of citizens’ voluntary blood donation within their jurisdiction.
The downtown blood station is responsible for the management of blood sources, blood collection, and blood supply in the city, and is responsible for the technical guidance of blood transfusions for blood units. Article 5: This city implements a management system for citizens’ voluntary blood donation and unified management of blood sources, unified blood collection, and unified blood supply. Encourage citizens to donate blood free of charge.
Citizens use blood through a blood system that combines individual blood storage, mutual assistance among family members, collective mutual assistance at work units and social assistance. Article 6: Publicizing and organizing citizens’ voluntary blood donation is the duty of state agencies, social groups, schools, military units, enterprises and institutions, residents’ committees, village committees and other organizations. Chapter 2 Citizen Blood Donation Article 7 All male citizens aged 20 to 50 years old and female citizens aged 20 to 45 years old in this city who meet the medical examination standards for blood donation should participate in voluntary blood donation. Article 8 The municipal and county health administrative departments shall formulate the voluntary blood donation plan and annual plan for citizens of the city and county based on the blood consumption situation. Article 9: Agencies, groups, enterprises and institutions (including resident agencies in other places) and other organizations shall participate in voluntary blood donation at the rate of 6% of the number of employees of the appropriate age in the unit every year.
Units that are engaged in high-altitude, high-temperature, underground, underwater operations and are exposed to toxic substances that comply with the regulations of the labor department are required to participate in voluntary blood donation at the rate of 2% of the number of employees of the appropriate age in the unit every year.
Students in universities and technical secondary schools, soldiers in garrison units (including the armed police force), and students in military academies should participate in a voluntary blood donation once in school and during their military service. Article 10 Employees who have a work unit shall organize voluntary blood donation by their unit, or they may directly register blood donation with the blood collection unit of the city or county where they live by presenting their "Resident Identity Card", which will be included in the unit's annual blood donation plan. Article 11 Before donating blood, citizens must go to a blood collection unit designated by the municipal or county health administrative department for a physical examination. Only those who pass the test can donate blood. Article 12 The amount of blood donated by citizens at one time is 300 ml, and the interval between two blood donations shall not be less than 3 months. Article 13 After a citizen donates blood, the Blood Donation Office will issue a "Citizen's Compulsory Blood Donation Certificate" and nutritional subsidy. Citizens who donate blood for free will be issued a "Citizen's Free Blood Donation Certificate" by the Blood Donation Office. They will enjoy public holidays on the day and the next day of blood donation, which will not affect due benefits. Article 14: To units that complete the annual blood donation plan, the Blood Donation Office will issue a "Certificate of Completion of the Blood Donation Plan". Article 15: No unit or individual may organize others to sell blood or engage in profit-making activities, or hire others to donate blood on their behalf. Chapter 3 Blood Collection Management Article 16 The Changsha Central Blood Station is responsible for blood collection in this city, and medical units at all levels are not allowed to collect blood without authorization.
Changsha, Wangcheng, Liuyang and Ningxiang counties can establish blood stations with the approval of the municipal health administrative department if they meet the conditions. Article 17 Medical units at or above the municipal level and in remote areas may establish blood banks with approval based on clinical needs and conditions. Article 18: Blood supply units should strengthen blood quality management to ensure the safety of blood use. Chapter 4 Blood Use by Citizens Article 19 Citizens who have completed voluntary blood donation according to these Measures shall implement a system of personal blood storage and blood use. When using blood, they must present their "Resident Identity Card" and "Citizen's Compulsory Blood Donation Certificate" or "Citizen's Free Blood Donation Certificate" Certificate》Use blood. Article 20 Employees of work units (including individual economic organizations) implement a unit collective mutual assistance blood system. If the unit where a citizen works completes the blood donation plan for the previous year, blood must be used with the unit's "Certificate of Completion of the Blood Donation Plan".
Article 21 Rural villagers and urban residents without jobs shall implement a system of mutual assistance among family members in using blood, and apply for blood from the hospital with the "Citizen's Compulsory Blood Donation Certificate" or "Citizen's Unpaid Blood Donation Certificate" of the family members. Article 22: Patients who come from other places for medical treatment should apply for blood at the hospital with their identity documents and local citizens’ voluntary blood donation certificates. Article 23 The following citizens use blood for social assistance:
(1) Honorary soldiers, relatives of martyrs, people who "act bravely for justice", and "households with five guarantees" use blood with relevant documents;
(2) Citizens who are not obliged to donate blood must present their household registration book and relevant certificates to donate blood. Article 24: When citizens who voluntarily donate blood and their immediate family members need blood for medical treatment, the equivalent amount of donated blood will be provided free of charge with the "Citizen's Unpaid Blood Donation Certificate" and "Resident Identity Card". Article 25: When blood is needed for emergency rescue, the hospital should give blood first. After blood is used, blood use procedures should be completed in accordance with the relevant provisions of these Measures. Article 26 When units or individuals who have not completed their compulsory blood donation need blood, the central blood station will collect blood donation funds according to the following regulations:
(1) If the unit does not complete the blood donation plan for the previous year, The blood donation fund should be collected before the first quarter of this year according to the blood transfusion fee for the uncompleted planned quantity; if individual economic organizations have not completed the blood donation plan for the previous year, the blood donation fund shall be collected by the county (district) industrial and commercial administration department;
(2) For rural villagers and urban residents without jobs, and whose family members do not have blood donation certificates, the central blood station will entrust the hospital to collect a blood donation fund of 5 yuan for every 100 milliliters of blood used;
(3) If patients who come from other places for medical treatment do not have a blood donation certificate, the central blood station will entrust the hospital to collect a blood donation fund of 20 yuan per 100 ml of blood consumed.
The Citizen’s Voluntary Blood Donation Fund is managed as extra-budgetary funds, stored in a special account, and is used exclusively for special purposes and may not be used for other purposes.
