Regulations of Yongzhou Municipality on the Administration of Park Square

Chapter I General Provisions Article 1 In order to strengthen the management and service of parks and squares, protect and improve the urban ecology and living environment, and improve the quality of life of residents, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the management and service of parks and squares in the planning areas of cities and counties in this Municipality.

The park mentioned in these Regulations refers to the urban green space and public places invested by the government or donated by citizens, legal persons and other organizations for public recreation, viewing, popular science, culture and fitness activities, with corresponding public facilities and good ecological environment. Including comprehensive parks, characteristic parks and community parks.

The square mentioned in these Regulations refers to the urban open space invested by the government or donated by citizens, legal persons and other organizations for public recreation, viewing, leisure, fitness, cultural entertainment or public welfare activities, with certain public facilities and certain scale of public green space and landscape engineering facilities.

Park Square shall be subject to directory and classified management. The determination and adjustment of the list and category of parks and squares shall be put forward by the administrative department of gardens at or above the county level according to the relevant norms and standards, and announced to the public after approval by the people's government at the same level. Article 3 The people's governments at all levels in this Municipality shall incorporate the cause of park square into the national economic and social development plan, carry out construction according to the land use and planning approved according to law, strictly protect the Green Line, provide necessary funds for the management of park square, encourage all sectors of society to participate, and promote the healthy development of park square. Fourth city garden administrative departments responsible for organizing the implementation of these regulations.

According to the division of functions, the district and county garden administrative departments are responsible for the management and service of parks and squares within their respective administrative areas.

Parks and squares management agencies, specifically responsible for the daily management and services of parks and squares.

The people's governments at all levels in this Municipality and their relevant administrative departments shall, in accordance with their respective responsibilities, do a good job in the management and service of parks and squares. Chapter II Management and Service Article 5 Parks and squares management institutions shall perform the following duties:

Seventh parks and squares management agencies shall, in accordance with the relevant provisions, do a good job in wind, lightning, flood control, fire prevention and safe use of electricity.

Ensure that barrier-free facilities and passages are intact and smooth.

Fire prevention areas, no smoking areas, no swimming areas, no fishing areas, no sightseeing areas and areas prone to safety accidents should set up obvious signs and strengthen daily supervision. Eighth parks and squares management agencies shall formulate emergency plans and organize regular drills. In case of emergency or unexpected events, according to the emergency plan, take emergency measures such as temporarily closing parks or squares, scenic spots, exhibition halls and evacuating tourists, and report to the garden administrative department and relevant departments in time. Ninth in case of major disasters or other emergencies, it is necessary to enter parks and squares to avoid disasters and risks. Park and square management agencies shall promptly and orderly guide the risk-averse personnel to the designated emergency shelter, and the risk-averse personnel shall obey the command of the park and square management agencies. Eleventh environmental protection administrative departments should set up reasonable noise monitoring points in parks and squares, and conduct regular and irregular monitoring of noise generated by fitness and entertainment activities in parks and squares in conjunction with the management agencies of parks and squares. Twelfth activities that produce environmental noise in parks and squares shall not exceed the environmental noise limit set by the competent administrative department of environmental protection of the State Council.

To hold all kinds of activities in parks and squares, the organizers shall conduct them in designated places in accordance with the contents and scope agreed in the plan and agreement. After the event, the organizer should clean up the scene in time and restore the original state of the park and square.
