Article 10 The Women's Federation implements an organizational system combining national organizations, local organizations, grass-roots organizations and group members.

The local and grass-roots organizations of women's federations accept the dual leadership of party organizations at the same level and women's federations at higher levels.

Women's Federation practices democratic centralism.

Article 11 The leading bodies of national and local women's federations are elected by women's congresses at the same level.

The leading bodies of grassroots organizations of women's federations are elected by women's congresses or women's congresses at the same level.

Article 12 The number of deputies to women's congresses at all levels and the method for their formation shall be decided by the executive committees of women's federations at all levels.
