In order to safeguard the life safety and health of the broad masses of people, resolutely implement the general strategy of "external defense investment and internal defense rebound" and consolidate the hard-won achievements of epidemic prevention and control in our region, we hereby notify the relevant matters on strengthening the health management of returnees during the Spring Festival as follows:

First, reduce traffic as much as possible and advocate celebrating the New Year on the spot. It is suggested that all foreign personnel in Iraq and Iraqi nationals in other places should not return to Iraq unless it is necessary, especially those who are currently in medium-and high-risk areas and cities with local epidemics, and try to stay there for the New Year to minimize the risk of importing epidemics.

Second, actively report the itinerary and detect nucleic acids in advance. If it is really necessary to return to China due to special circumstances, those who have lived outside the city should report to the destination community, community, unit and hotel three days in advance and scan the code to fill out the Declaration Form for Returnees in Yibin Area. Take your temperature when you enter Iraq, check your health code, travel code and negative proof of nucleic acid test. Those who enter Iraq in the province must provide negative proof of nucleic acid detection within 24 hours, and those who enter Iraq outside the province must provide negative proof of nucleic acid detection within 48 hours; If you can't issue a negative certificate of nucleic acid detection, you need to register information and go to the temporary sampling point for on-site sampling. After arriving in Iraq, truthfully report the residence history and contact history, and cooperate with the implementation of corresponding epidemic prevention and control measures. If the risk of epidemic spread or epidemic spread is caused by concealing the itinerary or illness, relevant responsibilities will be investigated according to law.

Third, understand the prevention and control policies and cooperate with health management. Check the epidemic situation at the starting point before returning to China, consciously cooperate with the implementation of epidemic control measures, and implement it according to the health management policy of returnees in our region. The control measures of "14 days of centralized isolation +7 days of home health monitoring +7 times of nucleic acid detection" were implemented for those who came to Iraq with a history of living in the towns where high-risk areas are located. For those who have lived in other towns and villages in counties and cities where high-risk areas are located, the control measures of "14 days of home isolation +5 times of nucleic acid detection" shall be implemented. Fourth, strengthen the awareness of prevention and control and do a good job of personal protection.
