Focusing on attracting investment from nine pillar industries in our province, we will guide foreign investment in high-tech industries, equipment manufacturing, modern service industries, environmental protection and energy-saving industries and modern agriculture with high added value and strong correlation. Actively undertake the service outsourcing business of multinational companies, vigorously promote the construction of service outsourcing transfer industrial parks, introduce foreign service outsourcing enterprises to establish international service outsourcing bases in our province, and promote the Pearl River Delta region to become an important base for global service outsourcing.

Second, focus on changing the growth mode of foreign trade and improving the ability of balanced trade development. Focusing on improving export quality and efficiency, we will actively expand imports, fully implement the strategy of rejuvenating trade through science and technology and exporting famous brands, enhance the independent innovation ability of export enterprises, and expand the import of urgently needed energy, important materials, key equipment and technology. First, further adjust the export trade structure. While vigorously developing general trade and promoting the transformation and upgrading of processing trade, we will strive to expand service trade and technology trade. The second is to further adjust the structure of export commodities. While expanding the export of mechanical and electrical products, high-tech products and traditional bulk commodities, we will strive to increase the export of products with independent innovation intellectual property rights, independent brands and high added value. The third is to further adjust the export market. While consolidating and deeply developing traditional markets such as Europe, America, Japan and Hong Kong, we will strive to explore emerging markets such as Russia, South America, Africa, ASEAN and the Middle East. First, strengthen support and guidance. Strengthen publicity and guidance to help enterprises make full use of national and provincial support policies. Establish and improve the joint working mechanism to support going global, and study and solve the difficulties and problems encountered by enterprises in the process of going global. The second is to promote overseas investment in advantageous industries. Relying on traditional advantageous industries such as home appliances, textile services, light industry and building materials, we will establish overseas production bases and carry out overseas processing trade. Focusing on emerging industries such as communication, electronic information, new materials and medicine, we will promote powerful enterprises to explore the establishment of overseas R&D centers, make full use of overseas scientific and intellectual resources, and improve their innovation ability, technical level and product grade. The third is to improve the level of foreign project contracting and labor cooperation. Encourage and guide enterprises to actively undertake large-scale high-tech projects that can drive the export of equipment and technology in our province. Constantly broaden the field of foreign labor service cooperation, optimize the structure of overseas labor service personnel, and improve the overall efficiency of foreign labor service cooperation. Encourage qualified private enterprises to carry out foreign project contracting and foreign labor cooperation, and constantly expand their business entities. The fourth is to accelerate the cooperative development of overseas resources. Strengthen the development of overseas resources and comprehensive utilization of domestic resources, establish diversified, stable and reliable resource supply channels, and focus on promoting resource development cooperation with Southeast Asia, Africa, Russia, Australia and other countries and regions. Fifth, actively promote the construction and management of overseas economic and trade cooperation zones.
