In 1993, the "87" poverty alleviation plan began to be formulated and implemented. Although the rural poor population decreased from 125 million in 1985 to 80 million in 1993, the number of designated poverty-stricken counties increased to 592 during that time. A research report from the Agriculture Department of the Ministry of Finance pointed out that this is because poor counties are unwilling to give up the various subsidies and preferential resources they have received. At this stage, the number of nationally designated poverty-stricken counties in the central and western regions also increased to 82.

In May 2001, the State Council Leading Group for Poverty Alleviation promulgated the "Outline of China's Rural Poverty Alleviation and Development", which comprehensively described the poverty alleviation strategy at the beginning of the 21st century. With this as a sign, China's poverty alleviation and development work has entered the next stage. A significant change in the poverty alleviation policy at this time is that the poverty alleviation targets changed the past practice of taking poor counties as the basic support unit, and shifted the focus of poverty alleviation and development to 148,000 poor villages, which to a certain extent reversed the poverty outside the poor counties. The population does not enjoy poverty alleviation policies and funds. It is worth noting that the 592 key counties for national poverty alleviation work re-identified by the State Council’s Poverty Alleviation Leading Group eliminated all nationally designated poverty-stricken counties in coastal developed areas, increased the number of poverty-stricken counties in the central and western regions, and kept the total number unchanged.
