Chapter I General Provisions Article 1 In order to strengthen the protection of Fenhechuan National Wetland Park in Jingle, maintain the ecological function and biodiversity of wetlands and promote the sustainable utilization of wetland resources, these Regulations are formulated in accordance with the provisions of relevant laws and regulations. Article 2 The term "Wetland Park" as mentioned in these Regulations refers to the Fenhechuan National Wetland Park in Jingle, Shanxi Province (hereinafter referred to as Wetland Park) approved by the competent forestry authorities in the State Council.

Jingle County People's Government shall demarcate the wetland park and its peripheral protection zone and surrounding landscape control zone (hereinafter referred to as the protection scope), announce the protection scope to the public, and set up protection landmarks within the protection scope demarcated by the wetland park. Article 3 The protection, restoration, management and utilization of wetland parks shall follow the principles of giving priority to protection, systematic management, scientific restoration and rational utilization. Article 4 The Jingle County People's Government shall incorporate the protection of wetland parks into the national economic and social development plan, and incorporate the funds for the protection and management of wetland parks into the fiscal budget at the corresponding level. The competent department of forestry and grassland of Jingle County People's Government is the administrative department of wetland park, which is responsible for organizing, coordinating, guiding and supervising the protection and management of wetland park.

Chapter II Planning and Management Article 9 The People's Government of Jingle County shall, according to the overall planning of the national wetland park, formulate the protection plan of the wetland park. Tenth wetland park protection planning should be clear about the protection objectives and tasks, overall layout, protection priorities and protection measures. Eleventh approved wetland park protection planning, any unit or individual shall not be changed without authorization. If it is really necessary to change, it shall be carried out in accordance with the original approval procedures. Twelfth construction activities in the wetland park shall meet the requirements of protection planning, and shall not destroy natural resources and ecological environment. Thirteenth Jingle County People's Government and its relevant departments shall take measures to prevent the adverse effects of human activities on wetlands and their biodiversity, prevent the degradation of wetlands caused by human factors and natural factors, and maintain the stability of wetland ecological functions. Fourteenth Jingle County People's Government and its relevant departments should strengthen the prevention and control of water and soil pollution in wetlands.

It is forbidden to discharge industrial wastewater, domestic sewage and other wastewater and sewage that pollute wetland parks that do not meet the discharge standards.

It is forbidden to dump, pile up, discard or leave solid waste in the wetland park. Fifteenth service agencies may, according to the needs of wetland park protection, recruit wetland park managers for the society and provide the equipment and equipment needed by the managers. Service institutions shall establish and improve the management system for the recruited management personnel, and strengthen the relevant knowledge training and business guidance for the management personnel. Article 16 The competent department of wetland management of Jingle County People's Government shall regularly organize wetland resource investigation and environmental dynamic monitoring, establish wetland resource archives and environmental monitoring database, and strengthen ecological risk early warning.

The competent department of wildlife protection shall, in accordance with its duties, monitor and prevent harmful organisms in wetlands. Chapter III Restoration and Utilization Article 17 Wetland restoration shall follow the principle of "giving priority to natural restoration, combining natural restoration with artificial restoration", restore wetland area and ecological function, and improve the quality of wetland ecosystem. Eighteenth Jingle County People's Government Department in charge of wetland management shall prepare a wetland restoration plan, and report it to the relevant departments for approval according to law, and then restore it according to the wetland restoration plan. Article 19 It is forbidden to plant crops in wetland parks.

Twenty-first development and utilization of ecological resources in wetland parks shall not change the basic functions of wetland ecosystems, shall not exceed the renewable capacity of resources, shall not cause damage to wildlife species, and shall not destroy wildlife habitats.
