Implementation Plan for Comprehensive Pollution Control of Livestock and Poultry Breeding in Hedong County In order to further strengthen the pollution control of livestock and poultry breeding in our county and ensure people's health, this plan is formulated according to the Regulations on Agricultural Ecological Environment Protection in Hedong Province, the Measures for Prevention and Control of Livestock and Poultry Breeding Pollution of the State Environmental Protection Administration and other relevant regulations, and combined with the current situation of livestock and poultry breeding in our county. 1. Work Objectives Through comprehensive improvement, rational development and utilization of agricultural resources, effective prevention and control of livestock and poultry breeding pollution, protection and improvement of ecological environment, protection of people's health, and promotion of sustainable agricultural development in our county. Two, the work requirements according to the scale and quantity of livestock and poultry farms, the geographical location and the impact on the surrounding environment for comprehensive improvement. (a) the farms in the urban forbidden areas and the large-scale livestock and poultry farms with serious water pollution will stop breeding before the end of 2005, and other farms should stop breeding before May 2006. (two) the construction of pollutant treatment facilities in the farms in the forbidden areas, and all the discharge standards before May 0, 2006. (three) to strengthen the monitoring of the forbidden areas, and no new farms may appear in the forbidden areas. Three. Responsibilities (1) A leading group for comprehensive pollution control of livestock and poultry breeding industry in the county was established, headed by the county government, with the members of the County Agriculture Bureau, Environmental Protection Bureau, Land and Resources Bureau, Urban and Rural Planning and Construction Bureau, township (town) people's government and Qishan Administration Bureau, specifically responsible for comprehensive pollution control. (2) Popularize advanced large-scale livestock and poultry breeding technology, develop "pig-biogas-fruit" three-dimensional ecological agriculture, improve agricultural ecological and economic benefits, and promote the sustainable development of agriculture. 2. County Environmental Protection Bureau: (1) Actively cooperate with the pollution control of farms. (two) to inspect and urge the farms in the forbidden areas to shut down on schedule; Guide and supervise the construction of pollution treatment facilities for farms in the forbidden areas, carry out monitoring of sewage discharge from farms, and meet the requirements for excessive discharge within a time limit. (3) Do a good job in environmental impact assessment and approval, sewage declaration and registration of large-scale livestock and poultry farms; Strengthen the supervision and inspection of the implementation of the "three simultaneities" system in newly-built pig farms. (four) to accept and deal with pollution incidents in farms. 3. County Bureau of Land and Resources: (1) Actively assist in the pollution control of farms. (two) in accordance with the relevant laws and regulations for new construction, expansion and reconstruction of large-scale livestock and poultry farms. 4. County Urban and Rural Planning and Construction Bureau: (1) Do a good job in rectifying the illegal construction of breeding sites. (2) Actively assist the county agricultural department to carry out pollution control in farms. 5. The people's governments of townships (towns) and Qishan Administration Bureau: (1) organize the investigation of the farms in the forbidden areas within their jurisdiction. (2) Carry out publicity and education on pollution prevention laws and regulations. (3) Do a good job in the ideological work of farmers in forbidden areas and forbidden areas within their jurisdiction. Four. Timetable (1) Publicity and start-up phase (June to August 2005). Convene a working conference on comprehensive pollution control of aquaculture owners, study and implement relevant laws and regulations on large-scale livestock and poultry breeding, and convey the spirit of the working conference on comprehensive pollution control of livestock and poultry breeding of the county government (responsible units: county agricultural bureau, environmental protection bureau, township people's governments, Qishan Administration Bureau). 2. The county cable TV station broadcasts the Notice of Hedong County People's Government on Delineating the Forbidden Area for Livestock and Poultry Breeding in Hedong County (responsible unit: County Radio, Film and Television Bureau). 3. According to the division of responsibilities of the remediation object, conduct household surveys and publicity respectively, grasp the current situation of livestock and poultry breeding production and pollution prevention facilities in the county, and find out the' scale, legal person, breeding quantity, year of completion, etc. As for the aquaculture enterprises, the first and second batch of list of farmers who stopped breeding in the no-breeding area and the list of farmers in the no-breeding area were determined, and the Notice of Hedong County People's Government on Delineating the No-breeding Area for Livestock and Poultry Breeding in Hedong County (responsible unit: County Agriculture Bureau) was issued (2) Comprehensive improvement stage (August 2005 ~ May 2006, 1). According to the investigation, the county environmental protection bureau and the county agricultural bureau informed the first batch of specialized households in the no-farming area to stop farming before June 65438+February 2005, and notified the second batch of specialized households to stop farming in May 2006. Notify the farms in the construction-forbidden area to prohibit reconstruction and expansion, and complete the construction of pollution control facilities before May 0, 2006 to meet the emission standards (responsible units: county agricultural bureau, environmental protection bureau, township people's governments, Qishan administration). 2. Assist the farms that need to be relocated to do a good job in site selection (responsible units: Township People's Government, Qishan Administration Bureau, County Land and Resources Bureau, Urban and Rural Planning and Construction Bureau, Environmental Protection Bureau, Agriculture Bureau). (III) During the inspection and acceptance stage (June 2006), check whether the breeding in the no-breeding area is stopped as required, and whether the farms in the no-breeding area meet the Emission Standard of Pollutants for Livestock and Poultry Breeding (GB18596-2001) and the Technical Specification for Pollution Prevention and Control of Livestock and Poultry Breeding (HJ/T 81-).
