6. Athletes’ Qualifications
(1) Competitive Sports Youth Category:
1. Approved by the medical department to be healthy, suitable to participate in sports competitions, and have Hubei School-age teenagers who are provincial citizens and registered before December 31, 2012 (based on the second-generation ID card). Bone age testing is performed in accordance with individual regulations.
2. Non-Hubei athletes must be registered with the State Sports General Administration on behalf of Hubei before January 31, 2013 (the agreement is valid until December 31, 2017).
3. Athletes formally employed by provincial outstanding sports teams are not allowed to participate in competitions.
4. Participating athletes must register in accordance with the "Measures for the Registration and Management of Athletes' Qualifications during the 14th National Games of the Province" (E Ti Qing Shao [2011] No. 5) and relevant regulations.
5. Athletes sent by cities and states to provincial sports schools are subject to dual registration and can participate in the provincial games on behalf of the sending unit.
6. Athlete qualification registration shall be managed and organized by the sports management centers of the Provincial Sports Bureau.
(2) National Fitness Category
1. Athletes must meet the following requirements:
(1) Colleges and Universities: Must hold a student certificate from the participating school Certificate, student status certificate.
(2) Ethnic minorities: Must hold an ethnic minority identity certificate issued by the local Ethnic and Religious Affairs Bureau at or above the county level and a second-generation resident ID card issued by the public security department.
(3) Public security police: Must hold a work permit from the participating unit and a second-generation resident ID card issued by the public security department.
(4) Farmers: Must be farmers, fishermen, employees of three agricultural farms (forestry farms, tea farms, fruit farms), state-owned farms, and township enterprises (including individual businessmen in townships) in the region, and hold Have a second-generation resident ID card issued by the public security department.

4. Active athletes cannot participate in national fitness competitions.
5. Qualification registration and review will be carried out according to the following methods:
(1) The qualification registration of national fitness athletes shall be the responsibility of each event organizer.
(2) Athlete qualification review will be conducted by each individual competition committee through a combination of pre-match inspection and in-race spot checks. Those who fail the review and spot checks will be disqualified from the competition.
(3) A real-name appeal system will be implemented for appeals against athletes’ qualifications.
7. Participation Methods
(1) Regulations on the number of staff of each delegation’s headquarters
1. All athletes who enter Jingzhou City to participate in competitions during the opening and closing ceremonies For units with a total headcount of less than 30 people (inclusive), the delegation head office shall have no more than 6 staff members (including 1 head, 4 deputy heads, and 1 staff member).
2. For any unit that has more than 30 and less than 60 (inclusive) athletes entering Jingzhou City to participate in the main competition, its delegation staff shall not exceed 10 people (including 1 team leader) people, including 7 deputy leaders, 1 secretary-general, and 1 staff member).
3. For any unit that has more than 60 athletes entering Jingzhou City to participate in the main competition, one additional staff member will be added for every 10 additional athletes (less than 10 athletes will be counted as 10 athletes).
4. Units participating in the National Fitness Employee Enterprise Group Competition must participate in more than 8 (inclusive) competitions before they can form a delegation (the team members shall not exceed 4 people, including the delegation 1 leader, 2 deputy leaders, and 1 staff member). Units that do not meet the required entry items are allowed to participate in individual competitions for the reported items.
5. The Provincial University Sports Association, the Provincial Minority Sports Association, the Provincial Avant-garde Sports Association, the Provincial Peasant Sports Association, the Provincial Large Enterprises Sports Association, and the Provincial Disabled Persons Sports Association can form groups (the number of members in the group shall not exceed 2 (including 1 team leader and 1 staff member) entered Jingzhou City to participate in the main venue activities.
(2) Competitive Sports Youth Category
1. Each unit must form a team to participate in the responsible event competition signed with the Provincial Sports Bureau.

3. Athletes participating in this Provincial Games must participate in no less than 2 official annual youth competitions in the province (on an annual basis) this cycle.
4. Athletes can only represent one unit in one age group competition, and are not allowed to compete across age groups or across events.

(3) National Fitness Category

8. Competition Methods
(1) All competitions shall comply with the latest competition regulations and relevant supplementary regulations approved by the State Sports General Administration.
(2) The competition regulations of each event must comply with the general rules of the current Provincial Games.
(3) Competitive Sports Youth Category:
1. If less than 4 teams are officially registered for each event, less than 6 people in individual events, and less than 6 teams in teams (relays), the competition for this event will be cancelled. .
2. Basketball, volleyball, and football must register for the number of people specified in the regulations, and other sports must register according to the number of people specified in the individual regulations.
3. For basketball, volleyball, and football events (including Jingzhou), if the number of teams officially registered for the competition is less than 8 (including 8 teams), there will be no preliminaries. If there are more than 8 teams, the preliminaries will be held.
4. Each city and state will be ranked according to their admission ranking in order of their scores; the provincial sports schools and Wuhan Institute of Sports will be ranked accordingly and ranked together with the city and state units.
(4) If there are less than 4 teams in a national fitness competition, the competition for that event will be cancelled.
(5) All rankings must be determined in each event competition, and no ties may occur

9. Scoring Method
(1) Competitive Sports Youth Category:
1. The 1st to 3rd place winners in each event will be counted as gold, silver and bronze medals; Ranking 1-8 will be scored as 9, 7, 6, 5, 4, 3, 2, and 1 respectively.
2. Award and card scoring
(1) When each unit registers to participate in the competition, according to the number of entries, 1 gold medal and 9 points (cumulative) will be counted for each item Delegation results.
(2) Any athlete who is sent to the provincial outstanding sports team and the People's Liberation Army (double scoring with our province) from January 1, 2010 to December 31, 2013 will be counted as 2 gold medals ( Implement accumulation).

10. Reward Methods
(1) Competitive Sports Youth Category:

2. There will be a team total score award. The rankings are based on the total number of points obtained, with the player with the higher total score ranking first; if the total scores are equal, the player with more gold medals will be ranked first, and so on.

(2) National Fitness Category
(1) National Fitness Category has graded award rankings (National Fitness Category is divided into local groups and enterprise groups). The rankings are based on the total number of level prizes won, with those with more first prizes ranked first. If the total number of first prizes is equal, the one with more second prizes will be ranked first, and so on. A trophy will be awarded to the top eight teams (less than 8 teams will be admitted minus one). The grade awards for disabled competitions are included in the ranking of the total number of grade awards with a weight of 10%.
(2) There is a group total score award for the national fitness category (the national fitness category is divided into local groups and enterprise groups). The rankings are based on the total score, and those with more scores are ranked first. If the total scores are equal, the one with more first prizes will be ranked higher, and so on. A trophy will be awarded to the top eight teams (less than 8 teams will be admitted minus one). 11. Doping and gender testing (competitive sports youth category), penalties

(5) For those who withdraw without reason after formal registration, the delegation will be disqualified from participating in the Sports Ethics and Fashion Award selection, and the relevant penalties will be implemented in accordance with the project competition regulations.
12. Announcement of the rankings of award-winning units and delegations
(1) Announcement of the Provincial Games “Hosting Contribution Award”, “Sports Ethics Award” and “Best Competition Area Award” Award-winning units will be awarded.
(2) Announce the total score of the competitive sports youth team, the total number of gold medals and the total number of medals and award the top eight delegations and award them.
(3) Announce the total scores and first prizes of the national fitness local group, enterprise group and the top eight delegations and award them.
13. Registration and registration
(1) Competitive sports youth category:

1. First-time registration: participating units of each project must submit the projects participating in the competition to each project province before August 31, 2014. 2. Each unit shall report to the competition area on time according to the date specified in each individual regulation, and shall bear its own expenses for early registration.

15. Arbitration Committee and Referees
(1) Based on the characteristics and needs of the project, set up an arbitration committee to implement relevant regulations.
(2) The chief referees and provincial referees for various youth sports events in competitive sports will be nominated by the sports event management center of the Provincial Sports Bureau and submitted to the organizing committee and the Provincial Sports Bureau for review and selection. Other referees will be hosted by the Provincial Sports Bureau. Nominations by units shall be reported to the relevant project center for review and supplementary work will be done. The chief referees and main referees of various national fitness competitions are selected by the Provincial Sports Bureau and the provincial directly responsible unit through consultation, and the referees are selected according to the allocated quota.
16. Funding (Competitive Sports Youth Category)
(1) Team leaders, coaches, and athletes of each event must pay their own basic food expenses in accordance with the relevant regulations and standards of the Provincial Games. The expenses will be borne by the organizing committee.
(2) If certain events specify in the competition regulations that sports teams can register in advance, the specific regulations will apply. All fees for early registration are borne by yourself.
(3) During the Provincial Games, the organizing committee will provide work clothes for referees and arbitration committee members, and will bear the cost of board and lodging, travel expenses, city transportation, honoraria and other related expenses.
17. Delegation Flags and Clothing
(1) Each delegation will prepare its own flag with its own color and font, and the name of the unit (such as Wuhan City) will be marked on the flag. , the specifications are unified to 2×3 meters, and the flagpole is uniformly prepared by the conference.
(2) The clothing requirements for youth competitions in competitive sports shall be implemented in accordance with the competition regulations, rules and other relevant regulations of each event.
18. Others
(1) The individual competition rules for each event are supporting documents for the general rules of the competition. They are formulated by the provincial organizers and submitted to the preparations for the 14th Provincial Games. The (organizing) committee office will issue a unified decision for implementation after approval. (2) Athletes, coaches, referees and staff who participate in the selection, training and competition of the 14th Provincial Games are all on tolerance and will not affect their participation in the selection, assessment, salary promotion and rewards.
(3) All competitions can be named "Cup" (specific measures will be determined separately).
(4) After the competition in each competition area, the organizer should submit the competition schedule, results book and work summary in duplicate to the Office of the Organizing Committee of the 14th Provincial Games within 10 days.
(5) Competition expenditures shall be carried out by each category of undertaking units in accordance with the expenditure standards stipulated by the provincial finance.
19. Supplementary Provisions
(1) The Provincial Sports Bureau and relevant departments are responsible for interpreting the general principles of these regulations. Any matters not covered will be notified separately.
(2) The general provisions of these regulations shall take effect from the date of promulgation.
