Are state complements the same as modal complements?

For example, "The Hongmen Banquet": "Generals fight against Hebei and ministers fight against Henan." "Playing Henan" means "playing (in) Henan" and should be understood as "playing Henan". Popularize knitting: "Cover with the palm" means "cover with the palm" and should be understood as "cover (cricket) with the palm". In addition, there are some special phenomena, such as attributive being placed after the head word and quantifier modifying nouns being placed after nouns.
