Article 1: In order to strengthen funeral management, promote the construction of socialist material civilization and spiritual civilization, and benefit future generations, these measures are formulated in accordance with relevant national regulations and in combination with the actual situation of this autonomous region. Article 2: Actively promote funeral reform, eliminate feudal and superstitious funeral customs, and conduct funerals in a civilized and frugal manner. Article 3 Civil affairs departments at all levels are the administrative departments responsible for funeral and interment management, and implement unified management of funeral and interment work. Each city and county funeral management office (office, station) is responsible for the specific implementation of funeral and interment management work. Relevant departments such as public security, justice, industry and commerce, price, urban construction, transportation, land, sanitation, forestry, labor and personnel should coordinate with the civil affairs department to strengthen funeral management within the scope of their respective responsibilities. Article 4 Cremation should be actively promoted in places with dense population and convenient transportation. The division of cremation areas and burial areas shall be determined by the regional administrative offices, municipal and county people's governments, and shall be reported to the civil affairs department of the autonomous region for record. Article 5 All persons who die in the cremation area will be cremated unless otherwise stipulated by the state. Those who are not cremated will be dealt with as follows:

(1) The civil affairs department shall order the family members of the deceased to die within a time limit. Cremation. If cremation is not carried out within the time limit, cremation may be forced or other appropriate measures may be taken. All expenses shall be borne by the family of the deceased.

(2) If the deceased is a state cadre, employee or collective cadre or employee, his or her surviving family members shall not be entitled to funeral expenses;

(3) If the burial causes difficulty in living, the surviving family members shall No hardship subsidies or relief will be available within two years. Article 6: In the cremation area, after the death of a resident (village), the body should be sent to the funeral parlor for cremation in a timely manner, unless there are special circumstances where the corpse needs to be sent to the funeral parlor for temporary storage. Those who transport the corpse out of the cremation area must hold a certificate issued by the funeral management office; if the corpse is transported out of the cremation area without authorization, the civil affairs department shall order the family members of the deceased to transport the corpse to the crematorium for cremation; if they refuse to do so, enforcement may be enforced. Article 7 In the cremation area, no unit or individual may illegally provide services for burials. Violators will be dealt with as follows:

(1) With the approval of the unit leader or person in charge, the use of motor vehicles or boats for burials If burial services are provided, the approver shall be held administratively accountable by the competent department, and the civil affairs department shall impose a fine of RMB 200 to RMB 1,000;

(2) Motor vehicles providing services for burials , ships, the civil affairs department together with the public security traffic management agency and the port and shipping supervision agency will order them to stop running, and may be fined from 100 yuan to 800 yuan.

(3) The sale of coffins or other burial supplies shall be handled by the civil affairs department in conjunction with the industrial and commercial administration department in accordance with relevant national and autonomous region regulations.

(4) Other organizations or individuals engaged in burial activities or providing burial services shall be ordered by the civil affairs department to cease illegal activities and may be fined from RMB 200 to RMB 2,000. Article 8 In cremation areas, cities and counties with conditions may establish ashes cemeteries. Cremated remains can be stored in designated cremation storage areas in accordance with regulations. If the ashes need to be buried, they should be buried in an ashes cemetery; if there is no ashes cemetery, the ashes should be buried in barren hills and barren land designated by the civil affairs department. Violators will be ordered to make corrections by the civil affairs department. Article 9: In burial areas, municipal, county, township and town people's governments should actively plan to establish commercial cemeteries or public welfare cemeteries, and gradually realize the burial of remains in cemeteries.

If a cemetery has been built, the remains should be sent to the cemetery for burial according to regulations, and they are not allowed to be buried in random places. Violators will be ordered to make corrections within a time limit by the civil affairs department; those who refuse to make corrections may be subject to enforcement. Those buried before the implementation of these measures should gradually take measures to move them into the cemetery area. Article 10 Public welfare cemeteries are regional cemetery service facilities established on a township or village basis. They are planned uniformly by the township and town people's governments and submitted to the city and county people's governments for approval. Public welfare cemeteries are not allowed to be operated by outsiders. A commercial cemetery is a facility for funeral services. To establish a commercial ashes cemetery or a commercial corpse cemetery, the undertaking unit shall submit it to the people's government at the same level for approval, and report to the civil affairs department of the autonomous region or the civil affairs department of the State Council for approval step by step, and shall be carried out in accordance with relevant regulations. business activities. Anyone who opens a commercial cemetery and carries out commercial activities without approval shall be dealt with in accordance with the provisions of Article 18 of the "Funeral Management Regulations".

Article 11 It is prohibited to bury graves on cultivated land (including individual contracted land and private land) and on mountainous land suitable for forestation; it is prohibited to buy, sell, rent, and transfer cemeteries or tombs; Graves are buried on both sides of railways and highways. Violators shall be ordered to make corrections by the urban, township, or town people's governments or relevant competent departments, and may be fined from RMB 500 to RMB 5,000.

For the tombs that existed in the above-mentioned places before the promulgation of these measures, except for the tombs of revolutionary martyrs, tombs of celebrities, tombs of overseas Chinese ancestors and ancient tombs with historical, artistic and scientific value, which are protected by the state, the local people will The government or relevant departments have set a time limit for relocation. Article 12 It is prohibited to produce and sell ghost coins, paper figures, paper horses, paper houses, paper color TVs, paper refrigerators and other feudal superstitious funeral supplies. Article 13 It is prohibited for the family members of the deceased and related personnel to set off firecrackers, scatter paper money, ghost coins and other sundries in urban streets and hospitals. Violators shall be stopped by the relevant management departments such as environmental sanitation and public security, and may be fined from 50 yuan to 200 yuan. yuan fine.
