What does "ASEAN plus one" mean?

ASEAN refers to the Association of Southeast Asian Nations, and 10 refers to the ten member countries of ASEAN, including Malaysia, Indonesia, Thailand, the Philippines, Singapore, Brunei, Vietnam, Laos, Myanmar and Cambodia. 1 refers to China, a non-ASEAN country. Generally speaking, it is the ten ASEAN countries and China.

The main institutions of ASEAN include summits, foreign ministers' meetings, standing committees, economic ministers' meetings, other ministerial meetings, secretariats, special committees and non-governmental and semi-official institutions. The summit is the highest decision-making body of ASEAN, held twice a year, and has become the most important mechanism for ASEAN countries to discuss regional cooperation plans. The chairman is rotated by member States.

Politically, China, as an extraterritorial power, took the lead in joining the Treaty of Amity and Cooperation in Southeast Asia in 2003 and established a strategic partnership with ASEAN for peace and prosperity. The two sides have established relatively complete dialogue and cooperation mechanisms, mainly including leaders' meeting, 12 ministerial meeting mechanism and five working-level dialogue and cooperation mechanisms.

In 2009, China established an ambassador to ASEAN. In 2002, China and ASEAN countries signed the Declaration on the Conduct of Parties in the South China Sea, and reached an understanding on the peaceful settlement of disputes in the South China Sea and the maintenance of regional stability and cooperation.
