The catalog of prohibited and restricted industries for new industries in this city will be drawn up by the municipal development and reform department in conjunction with relevant government departments, and will be announced to the public after approval by the Municipal People's Government. The district people's governments and relevant government departments shall not formulate a list of prohibited and restricted industries for new industries.

In areas other than the prohibited and restricted catalog of new industries in this city and the national market access negative list, all types of market entities can enter equally in accordance with the law. Article 12 Relevant government departments shall take the following measures to simplify the registration procedures for market entities, unless otherwise provided by laws and administrative regulations:

(1) To apply for the establishment of a market entity or change of registration matters, the applicant shall undertake If the submitted materials such as articles of association, agreements, resolutions, and proof of residence use are true, legal, and valid, the market supervision and management department will conduct a formal review of the submitted materials;

(2) To establish a general business project, the applicant If the submitted materials are complete, the relevant government departments shall handle the matter immediately and provide the applicant with the business license, official seal and bills required to carry out production and business activities in one go. If it cannot be completed immediately, it shall be completed within one working day;

(3) Market entities that establish general business projects may register their business scope according to the major categories in the "National Economic Industry Classification";

(4) Multiple market entities can use the same address as their registered residence;

(5) Market entities can carry out production and business activities in places other than their registered residence, but they must use corporate credit The information system shall publish the address of the actual production and business premises on its own;

(6) Market entities that establish branches may apply to indicate the branch address on their business license and no longer need to apply for a separate business license.

The general business projects referred to in the second and third items of the preceding paragraph refer to business projects that market entities can carry out without obtaining administrative permission from relevant government departments.

Specific measures for simplifying registration procedures for market entities shall be formulated by the municipal market supervision and administration department and announced to the public.
