Ningling County: Increase efforts to renovate “hollow villages” to promote the construction of new rural areas

Ningling County is an inland county located in the plain of eastern Henan with more people and less land. It governs 14 towns, 366 administrative villages, 1,052 natural villages, 680,000 people, and 800,000 acres of cultivated land. Per capita 1.2 acres, lower than the national and provincial average. Inspired by the spirit of the 17th National Congress of the Communist Party of China, they established the scientific outlook on development as the overall overview, taking "hollow village" governance as the starting point, focusing on resolving rural homestead disputes, and taking the protection of cultivated land and economical and intensive use of land as the main line. The county's principle for renovating "hollow villages" is to insist on one household per house, and the occupied area shall not exceed national standards. Focus on renovating vacant land, abandoned ponds, idle and redundant homesteads and various illegal land occupations in the village. Through remediation, the vacant land in the village has been fully and effectively utilized, and the appearance of the village has been significantly improved. The extension of the village and the occupation of arable land have been resolutely curbed, and the homestead management files have been improved to promote social harmony and stability, and promote the sound and rapid development of the rural economy.

Based on the actual situation in rural areas, they do not adopt a "one-size-fits-all" approach, but adopt a step-by-step, phased approach. Pilot projects are carried out in every township, and the first batch will be carried out in 30 administrative villages. For village committees with strong leadership and good economic conditions, they should be implemented in accordance with the requirements of "four links", "three highs" and "two unifications", that is, unified demolition of old ones and unified construction of new ones, high starting point planning, high-standard construction, and high-efficiency management , to achieve access to roads, water, electricity and cable TV. For those with poor economic foundation and complex situations, it can be implemented in phases, but roads must be opened, over-occupied homesteads must be recovered, public facilities must be improved, and village planning must be implemented. Based on the actual calculations of the four "hollow villages" that have been piloted in the past, each natural village frees up an average of more than 100 acres of cultivated land, and the county can have a net increase of more than 100,000 acres of cultivated land.

In order to do this thing that will benefit today and the future, they have taken three effective measures: First, TV stations and radio stations have opened special columns, and used loudspeakers, blackboard newspapers, slogans and various The convening of various conferences forms a comprehensive and vigorous publicity network. The second is to establish a leadership group and work team. In the county, members of the Standing Committee of the County Party Committee and the executive deputy county magistrate serve as team leaders. Other deputies and heads of relevant bureau committees are members of the leadership team. The heads of townships and towns are the first responsible persons, and the deputy responsibilities are in charge of specific tasks. The third is to strengthen supervision, strictly inspect and accept, and implement heavy rewards and heavy penalties. After passing the inspection and acceptance, a cash reward of 500 yuan per mu will be given based on the actual newly added effective cultivated land area. For those that do not meet the standards, in addition to remediation, the financial subsidy will be deducted according to the same amount as the reward and subsidy.
