Chapter 1 General Provisions Article 1 In order to give priority to the development of urban public transportation, facilitate public travel, regulate urban public transportation order, ensure operational safety, and guide green development, in accordance with the relevant laws and regulations These regulations are formulated based on the actual conditions of this city. Article 2 These regulations shall apply to the planning, construction, operation, supervision and management of urban public transportation within the administrative region of this city. Article 3 The term "urban bus transportation" as mentioned in these Regulations refers to the use of buses and urban bus transportation facilities within the areas determined by the city, county (city) people's governments, and in accordance with the approved routes and routes. It operates sites, times and fares, and is a public welfare undertaking that provides basic public travel services to the public.
The urban public transportation facilities referred to in these regulations refer to parking lots, maintenance yards, first and last stations, dedicated lanes, transfer hubs, etc. that provide services for urban public transportation operations. Supporting facilities such as bus shelters, platforms, stop signs, station service rooms, and gas stations, electric bus charging piles, and intelligent systems. Article 4 The development of urban public transportation should adhere to the leadership of the Communist Party of China and follow the principles of government leadership, overall planning, priority development, convenience and efficiency, safety and comfort, intelligence and environmental protection. Article 5 The municipal and county (city) people's governments shall establish a joint meeting system for urban public transportation development, implement the requirements for the priority development of urban public transportation, and promote the sustainable development of urban public transportation.
The transportation department is specifically responsible for the management of urban public transportation within its own administrative region and the daily work of the joint meeting.
Departments of development and reform, economy and informatization, public security, finance, natural resources and planning, ecological environment, housing and urban and rural construction, emergency management, state-owned assets management, urban management and law enforcement, etc., shall do a good job in accordance with their respective responsibilities. Article 6: Municipal, county (city) people's governments shall encourage and support urban public transportation enterprises to use high-efficiency, new energy vehicles.

Article 7 The municipal, county (city) people's governments shall encourage and guide various investment entities to participate in the construction and operation services of urban public transportation facilities. Article 8 The municipal and county (city, district) people's governments shall improve the urban and rural public transportation development system, optimize the allocation of urban and rural public transportation resources, coordinate the development of urban and rural public transportation, and gradually expand urban and rural public transportation. *Transportation service scope. Chapter 2 Planning and Construction Article 9 The municipal and county (city) people's governments shall include the priority development of urban public transportation into the comprehensive transportation development plan at the same level.
The transportation department shall, in conjunction with the housing and urban-rural development, natural resources and planning departments, organize the preparation of urban public transportation plans based on land and spatial planning, and after soliciting public opinions, report them to the transportation department at the next higher level. The review shall be implemented after approval by the people's government at the same level, reported to the provincial transportation department for filing, and announced to the public.
The approved plan shall not be changed without authorization; if changes are indeed necessary, they shall be handled in accordance with the provisions of the preceding paragraph. Article 10 The following construction projects shall be newly built, renovated or expanded in accordance with the requirements of the detailed regulatory planning and the opinions of the transportation, public security, emergency management and other departments shall be solicited, and corresponding urban public transport facilities shall be constructed:
(1) Transportation hubs such as stations, docks, and airports;
(2) Government service centers, commercial centers, large cultural and entertainment venues, tourist attractions (spots), stadiums (venues), and schools , kindergartens, hospitals;
(3) Large-scale residential areas and industrial parks;
(4) Other public places with dense human flow.
The supporting urban public transportation facilities should be designed, constructed, and delivered for use simultaneously with the main works of the construction project. If supporting urban public transportation facilities are not constructed in accordance with regulations, the main body of the construction project shall not be inspected, accepted, and delivered for use. For the main part of a construction project developed in phases and delivered for use in phases, transition facilities should be set up as needed before the completion of urban public transportation facilities. Article 11: Urban public transportation facilities shall be constructed by the housing and urban-rural development department or the specialized agency designated by the municipal, county (city) people's government, and shall be managed by the transportation department.
The construction of urban public transportation facilities should be tailored to local conditions, highlight characteristics, and adapt to the public’s basic travel needs.
When urban main roads are newly built, reconstructed or expanded, supporting facilities such as harbor-style docking stations shall be constructed; when other urban roads are newly constructed, reconstructed or expanded, supporting facilities such as platforms shall be constructed.
Facilities and obstacles that already exist on urban public transportation lines and hinder urban public transportation must be dismantled, relocated or renovated within a time limit in accordance with the law. Article 12 For urban public transport facilities invested and constructed by the government, daily maintenance units shall be determined through bidding or designation. The investors or the units entrusted by them are responsible for daily maintenance of urban public transport facilities invested and constructed by the public. Article 13 No unit or individual may dismantle, relocate, occupy, or close urban public transportation facilities without authorization.
If urban public transportation facilities need to be temporarily demolished, relocated, occupied, or closed, the relevant units shall seek the opinions of the transportation department and restore, rebuild, or provide compensation in accordance with relevant regulations. Article 14 The transportation department shall, in conjunction with the public security, natural resources and planning, housing and urban-rural development, urban management and law enforcement and other departments, delineate exclusive lanes for buses and automobiles based on road traffic conditions and road conditions, and add additional lanes at intersections where conditions permit. The dedicated guide lane for buses and vehicles ensures the priority passage of buses and vehicles.
The municipal public security department shall, in conjunction with the municipal transportation, emergency management and other departments, formulate management measures for public and private lanes. Municipal and county (city) public security departments should strengthen traffic order management in public and private vehicle lanes.
