Article 2 These regulations apply to the planning, construction, operation, maintenance and file information management of pipeline corridors within the administrative region of this city.

The term "pipeline gallery" as mentioned in this regulation refers to the structures and ancillary facilities built underground in the city to accommodate two or more types of urban engineering pipelines, including main line pipe gallery, branch line pipe gallery and cable pipe gallery. Article 3 The construction and management of pipeline corridors adhere to the principles of government leadership, planning first, overall planning of construction, information sharing, safe operation, and paid use. Article 4 The Municipal People's Government shall establish a leadership and coordination mechanism for pipeline corridor work to coordinate the construction and management of pipeline corridors.

The district people's governments, Hengqin New Area and economic function zone management agencies are responsible for the construction and management of pipeline corridors in their respective regions. Article 5: The municipal administrative department shall be responsible for the comprehensive coordination, supervision and management of pipe corridors, and organize the implementation of these regulations.

The construction of pipe corridors is advanced in an orderly manner in accordance with the special planning for pipe corridors and is carried out simultaneously with road construction. Article 7 The municipal and district people's governments, Hengqin New Area and economic functional zone management agencies shall strengthen the overall planning of pipeline construction funds, arrange pipeline corridor projects in the annual budget and construction plan, and may include them in the scope of local government procurement.

Encourage social capital to invest in the construction, operation and management of pipeline corridors, and promote cooperation between the government and social capital through franchising, investment subsidies, loan interest discounts, etc. Encourage the property rights units and management units of pipelines entering the corridor (hereinafter referred to as pipeline units) to participate in the investment, construction and operation management of pipeline corridors. Chapter 2 Planning and Construction Article 8 The special planning for pipe corridors shall be organized and compiled by the municipal planning administrative department in conjunction with relevant departments and submitted to the Municipal People's Government for approval and implementation.

When preparing a special plan for a pipeline corridor, the preparation unit shall seek the opinions of the pipeline unit. Article 9 The special planning for pipe corridors shall comply with the overall city plan, be connected with special plans for underground space development and utilization, various underground pipelines, road traffic, etc., and be included in the regulatory detailed planning.

The special planning of the pipe gallery determines the construction layout, pipeline types, section form, plane position, vertical control, etc. of the pipe gallery in accordance with the requirements of adapting measures to local conditions, taking into account both long and short distances, and implementing step by step, and clarifies the scale and timing of the construction. . Article 10 Construction, transportation, highway and other administrative departments, district people's governments, Hengqin New Area and economic function zone management agencies shall make overall arrangements when formulating annual road construction plans, urban renewal plans and other construction plans in accordance with the special planning for pipeline corridors. Article 11 The design of pipe corridors shall comply with national standards, meet the needs of pipelines in the region that should enter the corridor, and ensure the safe operation of the pipe corridor. Article 12 The design of a pipe gallery construction project shall solicit the opinions of the pipe gallery operation and management unit (hereinafter referred to as the pipe gallery operating unit) and the pipeline unit entering the gallery. Article 13: Pipelines within the built pipe gallery area, except for pipelines that cannot be included in the pipe gallery according to relevant technical specifications and standards, and pipelines connecting the pipe gallery to external users, must enter the pipe gallery in accordance with special planning requirements.

Relevant administrative departments and pipeline units should complete pipeline entry work as required. For pipelines that should enter the pipeline corridor, if the pipeline unit applies to build a new pipeline outside the pipeline corridor, the planning department will not grant planning permission, the construction department will not grant construction permission, and the municipal and highway administrative departments will not grant permission for road excavation and highway excavation. Article 14 Pipe gallery projects shall be subject to completion inspection and acceptance in accordance with regulations, and can only be delivered for use after passing the inspection.

Chapter 3 Operation and Maintenance Article 15 The pipe gallery operating unit is the responsible entity for the operation and maintenance management of the pipe gallery. It operates and maintains the pipe gallery and provides pipe gallery use and maintenance management services to the pipeline unit entering the gallery as agreed.

The method for determining the operating unit of the pipe gallery shall be separately stipulated by the Municipal People's Government. Article 16 The pipe corridor operating unit shall sign an agreement with the corridor pipeline unit to clarify the type, time, and cost of the corridor pipeline, as well as the responsibilities and obligations of each party. Article 17 Pipe corridors are used for a fee, and the unit that accesses the corridor and pipelines shall pay the corridor entry fee and daily maintenance fee to the pipeline corridor operating unit. In principle, the standard of paid usage fees shall be determined through negotiation between the two parties. The Municipal People's Government may implement government pricing or government-guided prices in accordance with the law when necessary. The municipal price department, together with the municipal municipal administration, finance and other administrative departments, formulates guidance on entrance fees and daily maintenance fees, which will serve as a reference for determining fee standards.

The corridor entrance fee is mainly determined based on the separate laying and renovation costs of each corridor pipeline, with due consideration given to the construction costs of the pipeline corridor itself and ancillary facilities. The daily maintenance fee is mainly determined based on the maintenance costs of the pipe gallery itself and ancillary facilities, such as repair and update, as well as the proportion of the pipe gallery space occupied by the pipelines, the intensity of use of the ancillary facilities and other factors.
