Chapter 1 General Provisions Article 1 In order to strengthen the management of urban appearance and environmental sanitation and create a clean, beautiful, livable and civilized urban environment, in accordance with the "Regulations on the Management of Urban Appearance and Environmental Sanitation" of the State Council and relevant laws , regulations, and based on the actual situation of this city, these regulations are formulated. Article 2 These Regulations apply to urban appearance and environmental sanitation management activities in urban and county built-up areas of this city and other urbanized management areas.

The area and scope of urbanization management shall be delineated and announced by the county (district) people's government. Article 3: Urban city appearance and environmental sanitation management work shall implement the principles of unified leadership, hierarchical responsibility, territorial management, departmental linkage, public participation and social supervision. Article 4 The municipal and county (district) people's governments shall strengthen leadership over urban appearance and environmental sanitation work, incorporate urban appearance and environmental sanitation undertakings into the national economic and social development plans, and include the required funds in the government budget. Article 5: The urban appearance and environmental sanitation administrative departments of the municipal and county (district) people's governments are responsible for the management of city appearance and environmental sanitation within their respective administrative regions. Other relevant departments shall do a good job in urban appearance and environmental sanitation management according to their respective responsibilities.

The urban-rural integration demonstration zones, economic and technological development zones, and Xicheng District management agencies established by the Municipal People's Government are responsible for the management of urban appearance and environmental sanitation within their respective jurisdictions.

Subdistrict offices and township (town) people's governments are responsible for the management of urban appearance and environmental sanitation within their respective jurisdictions. Article 6 The administrative departments of urban appearance and environmental sanitation of cities and counties (districts) shall, in conjunction with planning and other departments, prepare special urban appearance and environmental sanitation plans based on the overall urban plan, and submit them to the people's government at the same level for approval before implementation. Article 7 All units and individuals must abide by these Regulations, consciously maintain the city's appearance and environmental sanitation and cleanliness, and have the right to dissuade, report and complain against behavior that violates the provisions of these Regulations. The urban city appearance and environmental sanitation administrative department shall establish corresponding reporting, complaint, handling and feedback systems. Article 8: Encourage units and individuals to provide technical and financial support for urban appearance and environmental sanitation work, and to carry out volunteer service activities.

Promote and encourage community residents' committees to organize residents to formulate conventions on maintaining city appearance and environmental sanitation, guide residents to consciously participate in urban appearance and environmental sanitation management, and create a clean, beautiful, livable, and civilized community. Article 9 The municipal and county (district) people's governments shall strengthen publicity and education on urban appearance and environmental sanitation, and enhance citizens' awareness of maintaining urban appearance and environmental sanitation.

Radio, television, newspapers, the Internet and other media should actively carry out public welfare publicity on urban appearance and environmental sanitation. Chapter 2 Responsibility for City Appearance and Environmental Sanitation Article 10 The city’s city appearance and environmental sanitation shall implement the responsibility area system.

The city appearance and environmental sanitation responsibility area refers to the buildings, structures or other facilities, places and areas within a certain range owned, managed or used by relevant units and individuals. Article 11 Principles for determining the responsible persons for city appearance and environmental sanitation: Buildings, structures or other facilities and sites shall be responsible for the ownership or management of buildings; if the management responsibilities are agreed between the owners, managers and users, the responsibilities shall be borne by the agreed responsibilities. The subject is responsible.

Responsible areas and responsible entities are divided according to the following provisions:

(1) Urban public areas such as urban primary and secondary arterial roads, back streets and alleys, bridges, tunnels, and underground passages , the responsible unit determined by the city, county (district) city appearance and environmental sanitation administrative department shall be responsible;

(2) The management unit along the highway and railway urban areas shall be responsible;

(3) ) Within the planning scope of rivers, ditches, lakes and other public waters and coastal areas, the management unit is responsible;

(4) Street trees, flower beds, hedges, lawns and public green spaces on urban roads, The management unit shall be responsible;

(5) If property management is implemented in residential areas and urban villages, the property service enterprise shall be responsible; if property management is not implemented, the sub-district office or the township (town) people's government shall be responsible for organizing Coordination;

(6) Stations, docks, bus terminals, parks, squares, scenic spots, and cultural, sports, entertainment and other public places shall be the responsibility of the operating and management units;

(7) Public facilities such as electricity, telecommunications, postal services, water supply, and gas supply shall be the responsibility of the management unit;

(8) Trade markets, exhibitions and sales venues shall be the responsibility of the management unit ; Shopping malls, hotels, restaurants and other places are the responsibility of the operators. If there is no management unit or operator, the owner is responsible; commercial stalls and stores are the responsibility of the operators;

(9) Public *** Toilets, garbage transfer stations and other environmental sanitation facilities are the responsibility of the management unit;

(10) Agencies, groups, troops, enterprises and institutions and surrounding approved areas are the responsibility of the unit;

(11) The construction site of a construction project is the responsibility of the construction unit; the site to be built is the responsibility of the construction unit; the expropriation and demolition site is the responsibility of the expropriation and demolition unit.

If the responsible area and responsible subject are not clear, it shall be determined by the county (district) city appearance and environmental sanitation administrative department; if it crosses administrative regions, it shall be determined by the city city appearance and environmental sanitation administrative department.

The administrative department of urban appearance and environmental sanitation shall notify the responsible entities in writing and make public the divided and determined areas of responsibility.
