Article 10

The establishment of an enterprise engaged in publication printing business activities shall apply to the administrative department of publication of the people's government of the province, autonomous region or municipality directly under the Central Government where it is located. After examination and approval, the applicant obtains a printing business license, and applies for registration with the administrative department for industry and commerce with the printing business license to obtain a business license.

An enterprise applying for printing business activities of packaging and decoration printed matter and other printed matter shall apply to the publishing administrative department of the local people's government at the municipal level with a business license, and issue a printing business license after examination and approval.
