At present, our province has entered the winter construction operation, with low temperature, dry climate, windy, snowy and foggy weather, complex construction environment and conditions, which are prone to fire, poisoning, falling from a height and other accidents. (four) to strengthen the winter construction safety education and training. Winter is the off-season of construction. Construction project management departments and construction enterprises at all levels should make full use of winter leisure season and do a good job in safety education and training. First, by holding multi-form, multi-channel and multi-level training courses, strengthen the safety education and training for grass-roots and front-line operators, and comprehensively improve the coverage of safety education for construction workers; Second, the construction management departments at all levels should seriously organize the safety production training and assessment of special operations personnel and enterprise management personnel, and improve the certification rate of key personnel of enterprises; The third is to urge enterprises to implement the annual safety education and training system for enterprise managers. Three, earnestly implement the responsibility of winter production safety to enterprises and engineering projects.

Fourth, it is necessary to strengthen fire safety management, strictly manage inflammable and explosive materials, and rationally and effectively allocate fire-fighting equipment to prevent fire and explosion accidents. It is necessary to strengthen the management of hot work, implement a strict examination and approval system for hot work, set up hot work guardians, implement on-site monitoring, and fully implement fire prevention measures. Fifth, the engineering supervision unit should conscientiously implement the responsibility of safety supervision, strictly control the review, implementation and acceptance of safety special programs, and issue a notice of shutdown and rectification in time when major hidden dangers are found to avoid accidents.
