Article 2 When engaging in measurement activities and implementing measurement supervision and management within the administrative area of ??this city, these Measures shall apply. Article 3 Those engaged in measurement activities shall abide by the principles of scientific standardization, honesty and trustworthiness, and operating in accordance with the law, correctly use national legal measurement units, and ensure that measurement instruments are accurate and reliable, and measurement data are true and valid.

Measurement supervision and management should follow the principles of legality, fairness, openness and efficiency. Article 4 The municipal metrological administrative department is responsible for the unified supervision and management of metrological activities within the administrative region of this city, and the district metrological administrative department is responsible for the supervision and management of metrological activities within its jurisdiction.

The departments of industry and commerce, commerce, economy and information technology, environmental protection, health, housing and urban and rural development shall assist in the measurement supervision and management work according to their respective responsibilities. Article 5 The municipal and district people's governments shall strengthen the leadership of metrological work, incorporate it into the national economic and social development plans, establish a coordination mechanism for metrological work, and solve major problems in metrological work.

The town people's government and sub-district offices shall assist in the measurement supervision and management work according to their respective responsibilities. Article 6: Encourage and support relevant industry associations to formulate management standards for the metrology industry, strengthen industry self-discipline, and provide professional technical guidance, vocational and technical training, information consulting and other services. Article 7: Encourage the promotion and application of advanced metrological science and technology and management methods.

Units and individuals that have made outstanding achievements in metrology work will be commended or rewarded by the municipal and district people's governments and metrology administrative departments. Chapter 2 Management of Measuring Instruments Article 8 The administrative department in charge of measurement shall establish standard instruments of measurement for public use as the basis for unifying the measurement values ??in this administrative region.

Enterprises and institutions may establish measurement standard instruments for their own use, and submit them to the measurement administrative department for examination and use in accordance with regulations. Article 9 The following measuring instruments are subject to compulsory verification:

(1) Public measuring standard instruments;

(2) The highest level measuring standard instruments established and used by enterprises and institutions;

(3) Work measuring instruments that are included in the national compulsory verification catalog for trade settlement, safety protection, medical and health, and environmental monitoring;

(4) Mandatory implementation of laws and regulations Other measuring instruments for verification. Article 10 The following measuring instruments shall be subject to key supervision:

(1) Those used in resource management, judicial appraisal, administrative law enforcement, and food safety need to be strengthened;

(2) Used in Those that need to be strengthened in terms of trade settlement, safety protection, medical and health care, and environmental monitoring but are not included in the national compulsory verification catalog;

(3) Other measuring instruments that should be subject to key supervision.

The catalog of measuring instruments subject to key supervision shall be formulated by the municipal metrological administrative department and published after approval by the Municipal People's Government. Article 11 Units and individuals that use measuring instruments subject to compulsory verification or key supervision shall register, file with the district metrology administrative department, and apply for periodic verification to the statutory metrology verification agency. If it is not calibrated in accordance with regulations or fails to pass the calibration, it shall not be used. If the calibration period expires or if it continues to be put into use after repairs, it must be re-calibrated.

If other measuring instruments other than those specified in the preceding paragraph are used, the using units and individuals shall determine the verification and calibration cycles with reference to the technical specifications, and perform verification and calibration by themselves or send them to qualified institutions for verification and calibration; For verification and calibration, corresponding measurement standards should be established.

If the verification or calibration is qualified, a verification or calibration qualified label shall be affixed to a conspicuous position of the measuring instrument. Article 12 Measuring instruments such as water meters, electric energy meters, gas meters, heat (cold) meters, etc. used for trade settlement shall be subject to initial and periodic compulsory verification by water supply, power supply, gas supply, heating (cooling) and other operators. . If the use period expires or is damaged, the operator shall be responsible for replacing it and submitting it for inspection in accordance with regulations.

If the measuring instruments specified in the preceding paragraph are calibrated in batches, the average indication error of each batch shall be less than or equal to zero; if the average error is greater than zero, the batch of measuring instruments shall be deemed unqualified. Article 13 To manufacture or repair measuring instruments listed in the type approval section of the national measuring instrument management catalog, a manufacturing or repair license must be obtained in accordance with the law. Measuring instruments that are manufactured and shipped should be accompanied by a certificate of conformity (seal), and the manufacturing license mark and number, factory name and address uniformly stipulated by the state should be marked on an obvious part (or nameplate), instruction manual and packaging.

When selling measuring instruments subject to license management, the manufacturing license of the measuring instrument and its mark and number shall be inspected. Import and sell measuring instruments listed in the national measuring instrument management catalog and comply with relevant national regulations on imported measuring instruments. Article 14 The following acts shall not be carried out in manufacturing, repairing, selling or using measuring instruments:

(1) Forging, falsely using, transferring, lending or leasing the manufacturing or repair license;

(2) Destroying the sealing or accuracy of measuring instruments;

(3) Installing a cheating device (function) or destroying an anti-cheating device (function);

(4) Sales , Use measuring instruments without certificates (seals), license marks, numbers, and factory names and addresses;

(5) Manufacturing, selling, and using measuring instruments that have been eliminated or prohibited from use by the state;

(6) Using measuring instruments that have not been verified or calibrated, have exceeded the verification or calibration period, or have failed to pass verification or calibration;

(7) Forged verification or calibration certificates or provided, Use of forged test and calibration certificates;

(8) Other behaviors prohibited by laws, regulations and rules.
