In order to accelerate the modernization of agriculture and rural areas, better serve the development of modern agriculture and rural revitalization, scientifically define the statistical scope of agriculture and related industries, and comprehensively and accurately reflect the value of the whole industrial chain such as production, processing, manufacturing, circulation and service of agriculture, forestry, animal husbandry and fishery. This classification is based on the State Council's Opinions on Grasping the Key Work of "Agriculture, Countryside and Farmers" and Ensuring the All-round Well-off Society as scheduled, the State Council's Guiding Opinions on Promoting the Revitalization of Rural Industries, and the State Council General Office's Guiding Opinions on Promoting the Integration and Development of Rural Primary, Secondary and Tertiary Industries (GB/T 4754-20 17). Second, the scope of classification

Agriculture and related industries specified in this classification refer to agriculture, forestry, animal husbandry and fishery, and the secondary and tertiary industries whose products are used by agriculture, forestry, animal husbandry and fishery resources, including all economic activities formed by the production, processing, manufacturing, circulation and service of agriculture, forestry, animal husbandry and fishery. The specific scope is defined as agriculture, forestry, animal husbandry and fishery, processing and manufacturing of edible agriculture, forestry, animal husbandry and fishery products, processing and manufacturing of non-edible agriculture, forestry, animal husbandry and fishery products, construction of irrigation and water conservancy facilities, circulation services of agriculture, forestry, animal husbandry and fishery and related products, scientific research and technical services of agriculture, forestry, animal husbandry and fishery, education, training and human resources services, ecological protection and environmental management of agriculture, forestry, animal husbandry and fishery, and other supporting services. Third, the principle of preparation

(a) according to the relevant documents of the CPC Central Committee and the State Council. This classification is guided by the key tasks put forward by the Opinions of the Central Committee of the State Council on Doing a Good Job in the Field of Agriculture, Rural Areas and Farmers to Ensure a Well-off Society in an All-round Way as scheduled, the Guiding Opinions of the State Council on Promoting the Revitalization of Rural Industries and the Guiding Opinions of the General Office of the State Council on Promoting the Integration and Development of Rural Primary, Secondary and Tertiary Industries, scientifically reflecting the value of the whole industrial chain of agriculture, forestry, animal husbandry and fishery production, processing, manufacturing, circulation and service, and determining the basic scope of agriculture and related industries.

(2) Based on the classification of national economy industries. This classification is based on the National Economic Industry Classification (GB/T 4754-20 17), and regroups the relevant categories in the industry classification according to the characteristics of agriculture and related industries. It is a reclassification of related activities in the National Economic Industry Classification that conform to the characteristics of agriculture and related industries.

(3) Combination of scientificity and operability. This classification is based on the existing statistical work and the classification of national economy industries, taking into account the comprehensiveness of industries and the availability of data, covering all the contents of primary industry, secondary industry and tertiary industry involving agriculture and related industries.

(4) Refer to relevant international and domestic classifications. On the basis of fully considering the characteristics and actual development of agriculture and related industries in China, this classification draws lessons from the statistical classification principles and methods of agriculture and related industries in some developed countries and derivative industries such as culture, tourism and forestry in China.
