Article 1 In order to strengthen the protection and management of water resources in Lancun Spring Area and ensure the safety of water sources, these Regulations are formulated in accordance with the Water Law of People's Republic of China (PRC), the Regulations on the Protection of Water Resources in Shanxi Spring Area and other relevant laws and regulations. Second Lancun Spring Protection Area:

East boundary: the boundary between Taiyuan City and Yangquan City and Jinzhong City.

Southern Xinjiang: From Wangfeng Village to Zhang Jiahe Village via Sangai Village, Yangjiayu Village and Mengjiajing Village.

West boundary: south to Wangfeng Village along the boundary between Liulin River and Shizi River.

Northern boundary: the administrative boundary between Taiyuan and Xinzhou. Article 3 These Regulations shall apply to all activities engaged in the development, utilization, protection and management of water resources in Lancun Spring Area Reserve. Article 4 The municipal and relevant county (city, district) people's governments shall strengthen their leadership in the protection and management of water resources in Lancun spring area, and include the funds for the protection and management of water resources in the spring area into the fiscal budget at the same level, so as to realize the sustainable utilization of water resources in the spring area. The fifth municipal water administrative department is responsible for the protection and management of water resources in Lancun spring area, and its subordinate water resources management institution is responsible for the specific organization and implementation.

The water administrative departments of yingze district, Xinghualing District, Wanbailin District, jiancaoping district, Gujiao City and Yangqu County are responsible for the protection and management of water resources in Lancun Spring Area within their respective administrative areas.

City, county (city, district) people's government development and reform, housing and urban and rural construction, urban and rural management, land and resources, forestry, environmental protection, coal industry and other departments shall be responsible for the protection and management of water resources in Lancun spring area according to their respective responsibilities. Article 6 The municipal and relevant county (city, district) people's governments shall strengthen the propaganda of water conservation and water resources protection, and commend or reward the units and individuals that have made remarkable achievements in the protection and management of water resources in Lancun Spring Area. Seventh Lancun spring water source protection areas are divided into first-class protection areas, second-class protection areas and third-class protection areas according to the hydrogeological characteristics and water resources protection requirements, and classified protection and management are implemented.

Soil and water conservation, afforestation and soil and water conservation should be done well in Lancun Spring Area Protection Area.

In the Lancun spring water protection area, the drinking water sources in Lancun, Zaogou, Sanhorst and Xizhang designated by the provincial people's government shall be protected in accordance with the relevant provisions of the national and provincial drinking water source protection areas. Article 8 The first-class protected areas are key protected areas, and their scope includes:

Fenhe River leakage section: the western boundary of the spring area is within the range of 1 km from Shanglancun Canyon reach and its two sides;

Lancun-Xizhang water source: mainly distributed in Lancun and Xizhang water sources, with Wuti-Xicun-Dainan Village-Liu Xi-Zhaodaoyu-Xindian-Zhongjianhe as its northeast and east borders; South to the north of Sangai horst, from Sangai-Gucheng-Zhongjianhe; The western Bianshan fault zone consists of Wuti-Shanglancun-Daliu-Xizhang-Gangcheng-Xiaoshihe.

Beishan and Dongshan piedmont fault zones: including Zaogou water source, one kilometer along both sides of the fault zone. Beishan fault zone consists of Wuti-Yangjiajing-Xigaozhuang-Nandadi; Dongshan fault zone consists of Nandadi-Fengxi-Zhongjianhe.

In the protected area, the following acts are prohibited:

(a) unauthorized digging springs, river closure, water diversion;

(2) Mixed exploitation of groundwater in polluted and unpolluted aquifers;

(three) newly dug wells (except rural drinking wells);

(4) Dumping and discharging industrial waste residue, municipal solid waste, sewage and other wastes;

(five) new construction, renovation and expansion of construction projects unrelated to water supply facilities and water source protection.

In the first-class protected areas, construction projects that are related to the overall economic and social development, cannot be avoided due to topographical reasons, and will not have an impact on spring water resources shall be fully demonstrated by experts organized by the water administrative department and approved by the water administrative department. Article 9 The second-class protected area is a limestone exposed area, and its scope is: Qizishan area; Sangai Village-Shanglan Village-West of Shilingguan Village, East of Shilingguan Village-East Huangshui Village-Intermediate River Village.

Strictly control the dumping and discharge of industrial waste residue, municipal solid waste, sewage and other wastes in the second-class protected areas; Strictly control the exploitation of karst groundwater; It is forbidden to dig springs, intercept and divert water without authorization; It is forbidden to mix polluted and unpolluted groundwater in aquifers.

Quarrying shall be reported to the relevant departments of land and resources for approval, and shall be filed with the water administrative department of the county (city, district) where it is located; After quarrying, vegetation should be restored within the prescribed time limit to prevent soil erosion. Article 10 The third-level protected areas are hilly loess areas, including areas outside the first-level protected areas and the second-level protected areas.

Control the dumping and discharge of industrial waste residue, municipal solid waste, sewage and other wastes in the third-class protected areas; Control the exploitation of deep karst groundwater and rationally exploit pore fissure groundwater; Strictly control new projects with large water consumption; It is forbidden to dig springs, intercept and divert water without authorization; It is forbidden to mix polluted and unpolluted groundwater in aquifers. Eleventh Lancun spring water resources development and utilization, protection and management planning, organized by the municipal water administrative department, approved by the Municipal People's government.

In Lancun Spring Reserve, the total amount of groundwater exploitation is controlled.

The annual water intake plan of the relevant county (city, district) water administrative department is determined by the Lancun spring water resources management institution; The exploitation amount shall be reported to the water resources management institution of Lancun Spring Area for the record.

The water intake unit shall submit the annual water intake plan and the annual water intake plan to the water resource fee collection department.
