Regulations of Yanbian Korean Autonomous Prefecture on Vocational Education

Article 1 In order to implement the strategy of rejuvenating the country through science and education, develop vocational education, improve the quality of workers, and promote the economic and social development of the whole state, these Regulations are formulated in accordance with the relevant provisions of the Vocational Education Law of People's Republic of China (PRC) and the Autonomous Regulations of Yanbian Korean Autonomous Prefecture, and in combination with the actual situation of Yanbian Korean Autonomous Prefecture (hereinafter referred to as the Autonomous Prefecture). Article 2 These Regulations shall apply to vocational school education, vocational training and related management activities within the administrative area of Autonomous Prefecture. Article 3 Vocational education in Autonomous Prefecture shall improve the comprehensive professional qualities of the educated, such as cultural quality, professional ethics, professional skills, employability and entrepreneurial ability, and train high-quality laborers and practical and technical talents for economic and social development. Article 4 Autonomous Prefecture shall establish a vocational education system that adapts to the market demand, combines all kinds of personnel training with employment, connects schools and enterprises, connects all kinds of vocational education, pays equal attention to vocational education and vocational training, and develops harmoniously. Article 5 The people's governments of autonomous prefectures and counties (cities) shall incorporate the development of vocational education into the overall plan of national economic and social development, strengthen the overall management, supervision and evaluation of vocational education, and promote the development of vocational education.

The relevant administrative departments of the government may entrust industry organizations to carry out industry human resources forecasting, formulate industry vocational education and training plans, and guide industry vocational education and training. Article 6 The education administrative departments of the people's governments of autonomous prefectures and counties (cities) shall be responsible for the overall planning, comprehensive coordination and macro-management of vocational education within their respective administrative areas; The relevant administrative departments of labor and social security shall be responsible for the management of vocational education according to their respective responsibilities.

Article 7 The people's governments of autonomous prefectures and counties (cities) shall, in accordance with the standards, implement the public funds in the financial budget of vocational education schools, set up special funds for vocational education, and ensure that the funds for vocational education in the financial budget increase year by year, and the proportion of urban education fees added to vocational education shall not be less than 30%. The county (city) people's government shall implement the rural adult education funds according to the standard of not less than 1.5 yuan per person per year. Autonomous Prefecture and county (city) people's government to support agricultural science and technology development, technology promotion, poverty alleviation and other related special funds, should arrange a certain proportion for vocational education and vocational training. Eighth enterprises according to the total wages of employees10.5% full withdrawal of vocational training funds; Enterprises with high technical quality requirements, heavy training tasks and good economic benefits can be extracted by 2.5%. Vocational training funds must be earmarked, mainly for vocational training of front-line workers. Ninth social organizations or individuals, using non-state financial funds to set up vocational education schools and vocational training institutions, can get reasonable returns according to law. Tenth Autonomous Prefecture encourages financial institutions to use credit means to support the development of vocational school education and vocational training. Article 11 Vocational school education is divided into elementary, secondary and higher vocational school education, which are implemented by ordinary junior high schools, secondary vocational schools, higher vocational schools or ordinary colleges and universities respectively.

In addition to specially set up vocational schools for the disabled, other vocational schools can also implement vocational school education for the disabled.

Industry departments, industry organizations, enterprises and institutions may entrust schools to implement corresponding vocational school education. Article 12 Vocational schools should combine production with education, flexibly set up majors and courses according to the economic and social development of Autonomous Prefecture and the demand of domestic and foreign labor markets, actively set up majors for pillar industries, advantageous industries and emerging industries in Autonomous Prefecture, and enhance the adaptability of vocational education majors. Thirteenth vocational schools should, according to the needs of employment groups and new occupations, develop and compile courses and teaching materials that reflect local characteristics and have new knowledge, new technologies, new processes, new methods and traditional technologies with vocational education characteristics.

Relevant industries and enterprises should actively participate in the curriculum and textbook reform of vocational schools. Fourteenth vocational schools should actively implement the credit system and other flexible learning systems to create conditions for students to work and study part-time, work and study alternately, and complete their studies by stages. Fifteenth vocational schools should strengthen the construction of vocational education training bases and encourage counties and schools to share training bases. Enterprises and institutions shall provide practice bases or places for vocational schools and accept students' practice in vocational schools.

Enterprises and institutions shall arrange instructors for students who are internship, do a good job in labor protection and safety, and give appropriate subsidies; Vocational schools should cooperate with internship units to do a good job in the management of students during their internship.

School-run industries run by vocational schools can enjoy preferential tax policies stipulated by the state.

The public training base invested by the government should be open to the society. Sixteenth Autonomous Prefecture to implement vocational training system. Vocational training includes pre-job training, apprenticeship training, on-the-job training, job-transfer training, job-transfer training, entrepreneurship training and vocational training of other cultures or skills, which can be divided into primary, intermediate and advanced vocational training according to the actual situation.
