The relevant organs or units must report the consultation results to the public security organs within the time limit prescribed by the public security organs. Article 10 If a public security organ believes that holding an assembly, a procession or a demonstration according to the time, place and route applied for will have a serious impact on traffic order and social order, it may change the time, place and route of the assembly, procession or demonstration when or after deciding to permit it, and notify its responsible person in time. Article 11 An application for holding an assembly, a procession or a demonstration shall not be granted under any of the following circumstances:
(a) Violating the basic principles stipulated in the Constitution;
(2) endangering national unity, sovereignty and territorial integrity;
(3) Inciting ethnic division;
(four) there are sufficient reasons to believe that the assembly, procession and demonstration applied for will directly endanger public security or seriously undermine social order. Article 12 If the person in charge of an assembly, a procession or a demonstration refuses to accept the decision of the public security organ not to permit it, he may apply to the people's government at the same level for reconsideration within three days from the date of receiving the notice of the decision. The people's government shall make a decision within three days after receiving the application for reconsideration. Thirteenth citizens who are not permanent residents of this Municipality or have no residence permit in this Municipality shall not launch, organize or participate in citizens' assemblies, processions and demonstrations in this Municipality. Article 14 The public security organ shall send people's police to maintain traffic order and social order for assemblies, processions and demonstrations held with legal permission. When an accident occurs, the public security organ may take necessary safeguard measures according to the actual situation. Article 15 No organization or individual may use violence, coercion or other illegal means to disrupt, shock or destroy an assembly, a procession or a demonstration held according to law.
Without permission, no organization or individual may participate in the ongoing assembly, procession or demonstration at will. Article 16 When an assembly, procession or demonstration is held or passed by the Party and state organs, military organs, radio stations, television stations and other important places, the public security organ may set up a temporary cordon nearby in order to maintain order, and no one may cross it without the permission of the people's police. (3) Do not carry weapons, controlled knives, inflammable and explosive articles and other articles endangering public safety;

(five) shall not use violence or incite the use of violence;
(six) shall not slander, insult others, or create trouble, disturb the order of public places;
(seven) shall not be published or shouted to incite others to engage in illegal activities or slogans;
(eight) shall not damage the gardens, green spaces and public facilities.
