Legal basis: Article 5 of the Regulations on the Administration of Entertainment Places stipulates that under any of the following circumstances, no entertainment place shall be opened or worked in: (1) Those who have committed the crime of organizing, forcing, luring, sheltering or introducing prostitution, the crime of making, selling or disseminating obscene articles, the crime of smuggling, selling, transporting and manufacturing drugs, the crime of rape, the crime of forcing indecency and insulting women, and the crime of gambling. (2) Being deprived of political rights due to a crime; (3) Being forced to give up drug treatment because of taking or injecting drugs; (four) administrative detention for prostitution and whoring.
