The water administrative departments of local people's governments at or above the county level shall, together with relevant competent departments, supervise the safety of dams within their respective administrative regions. Water conservancy, energy, construction, transportation, agriculture and other relevant departments at all levels are the competent departments of the dams under their jurisdiction.

Article 4 People's governments at all levels and their dam authorities shall implement an administrative leadership responsibility system for the safety of dams under their jurisdiction.
