The safety management of dams with a dam height of less than 15 meters and more than 10 meters or a storage capacity of less than 1 million cubic meters and more than 100,000 cubic meters that poses a potential risk to the safety of important towns, transportation trunk lines, important military facilities, and industrial and mining areas shall refer to these regulations. implement.

Article 3 The water administrative department of the State Council shall, in conjunction with the relevant departments of the State Council, supervise the safety of dams nationwide. The water administrative departments of local people's governments at or above the county level shall, together with relevant competent departments, supervise the safety of dams within their respective administrative regions. Water conservancy, energy, construction, transportation, agriculture and other relevant departments at all levels are the competent departments of the dams under their jurisdiction.

Article 4 People's governments at all levels and their dam authorities shall implement an administrative leadership responsibility system for the safety of dams under their jurisdiction.

Article 5 The construction and management of dams shall implement the principle of safety first.

Article 6 All units and individuals have the obligation to protect dam safety.
