Regulations of People's Republic of China (PRC) Municipality on Metrology Management (for Trial Implementation)

Chapter I General Provisions Article 1 These Regulations are formulated for the purpose of further unifying China's measurement system, improving the national measurement system and adapting the measurement work to the needs of the socialist revolution and socialist construction and development. Article 2 Metrology must implement Chairman Mao's proletarian revolutionary line, take class struggle as the key link under the unified leadership of the Party, strengthen management, unify metrology, combine professional teams with mass movements, combine metrology and testing with production and construction, and combine verification and repair to serve the three revolutionary movements of class struggle, production struggle and scientific experiment. Chapter II Measurement System Article 3 The basic measurement system in China is the metric system, and the international system of units is gradually adopted.

The existing market system should be gradually reformed.

English is not allowed to be used except for the special needs approved by the metrological administrative departments at or above the provincial, municipal and autonomous regions. Article 4 The Chinese name, code name and adoption scheme of measurement units shall be announced separately. Chapter III Establishment of Metrological Benchmarks and Standards and Transmission of Quantities Article 5 National Metrological Benchmarks are the basic basis for realizing the unification of national values. They are studied and established by the National Bureau of Standards and Metrology of People's Republic of China (PRC) (hereinafter referred to as the National Bureau of Standards and Metrology) according to the needs of production and construction, and can be used after passing the national appraisal.

The establishment of measurement standards at all levels should be under the unified national plan, in accordance with the principle of compartmentalization, compartmentalization first, overall planning, rational layout. The highest level measurement standards established by measurement institutions at all levels must be qualified by the measurement management department at a higher level. Article 6 The values of national standards of measurement shall be transmitted to the measuring instruments used in economic construction, national defense construction and scientific research step by step through the standards of measurement at all levels to ensure the unity of national values. Value transfer must be arranged according to the principle of local proximity. Chapter IV Management of Measuring Instruments Article 7 An enterprise that produces or repairs measuring instruments shall register with the administrative department for industry and commerce after being examined and approved by the local metrological administrative department.

Enterprises that produce and repair measuring instruments must adhere to proletarian politics, strictly implement the measurement inspection system, and ensure product quality. Measuring instruments produced or repaired must be verified by the state. National verification shall be carried out by the metrological administrative department or its recognized enterprise. Unqualified products are not allowed to leave the factory.

Measurement management departments must strengthen management and conduct quality supervision and inspection of measuring instruments produced or repaired.

The distribution of standard instruments of measurement is under the unified management of the State Bureau of Standards and Metrology. The specific management scope and measures shall be formulated by the State Bureau of Standards and Metrology in conjunction with relevant departments. Article 8 New measuring instruments can only be put into production after passing the technical appraisal. Specific measures shall be formulated by the State Bureau of Standards and Metrology in conjunction with relevant departments. Article 9 Imported measuring instruments must be inspected by the metrological administrative department before they can be sold and used. If the inspection is unqualified and it is necessary to claim for compensation abroad, the metrological administrative department at or above the provincial, municipal and autonomous regions shall issue a certificate of going abroad.

The plan for importing measuring instruments shall be examined and approved by the relevant departments in conjunction with the metrological administrative department. It is strictly forbidden to import measuring instruments that violate China's measurement system and do not meet the requirements for use. Article 10 It is forbidden to buy and sell measuring instruments that are explicitly prohibited by the state or without certificates. Eleventh units that use measuring instruments shall establish and improve the measurement management system, reasonably select measuring instruments according to actual needs, and conduct verification according to the verification cycle to maintain the accuracy of measuring instruments. The repaired measuring instruments must be qualified before they can be used.

The metrological management department shall supervise and inspect the measuring instruments used by each unit and provide technical guidance. Twelfth measuring instruments must be verified in accordance with the verification procedures. The measuring instruments that have passed the verification shall issue a verification certificate or a qualified seal. Verification regulation and verification confirmation shall be promulgated and stipulated by the State Bureau of Standards and Metrology. Thirteenth measuring instruments verification fees and standards shall be formulated by the State Bureau of Standards and Metrology in conjunction with relevant departments. Article 14 Units and individuals that manufacture, import, sell, use and repair measuring instruments must abide by the provisions of these Regulations. Units and individuals who violate the national laws and regulations on metrology and engage in illegal activities by using measuring instruments, which undermine the interests of the socialist economy and the public, can be dealt with by the metrological management department in conjunction with relevant departments; If the circumstances are serious, it shall be handed over to the judicial department for handling. Chapter V Metrology Institutions and Their Functions Article 15 Metrology institutions are full-time institutions responsible for implementing the national laws and regulations on metrology, implementing metrological supervision and management, establishing metrological benchmarks and standards, organizing the transmission and testing of measurement values, and ensuring the unification of the national metrological system and the consistent, accurate and correct use of measuring instruments. The army should be established and improved in accordance with the principle of "better troops and simpler administration". Article 16 The State Bureau of Standards and Metrology is the functional department in charge of national standardization and metrology in the State Council, responsible for proposing standards and metrology guidelines, formulating work plans and managing national standardization and metrology.

The provincial, municipal and autonomous regional standard metrology administrations and the metrological management institutions of prefectures, cities and counties are the functional departments of the revolutionary committees at the same level, and are responsible for the metrological work in their respective regions.

The research, verification, repair and testing institutions and experimental factories under the metrological management department are institutions.
