Regulations of Weihai Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to regulate and guide the civilized behavior of citizens, cultivate and practice socialist core values, and improve the level and quality of urban civilization, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality. Where there are no provisions in this Ordinance, the provisions of other relevant laws and regulations shall apply. Article 3 The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by the Constitution and laws, meets the requirements of socialist morality, embodies the core values of socialism, maintains public order and good customs, leads social customs and promotes social civilization and progress. Article 4 The promotion of civilized behavior shall be organized and implemented by the government, with the responsibility of all parties and the participation of the whole society, so as to ensure the continuous and effective development of the promotion of civilized behavior in this Municipality. Fifth city, district (county-level city) spiritual civilization construction committee to co-ordinate the promotion of civilized behavior within their respective administrative areas, and its subordinate spiritual civilization construction institutions are responsible for the organization and implementation of the promotion of civilized behavior, and perform the following duties:

(a) to formulate plans and programs for the promotion of civilized behavior;

(two) to guide the development of various voluntary service activities;

(three) to guide the competent departments of various industries and industry associations to formulate industry codes of conduct and supervise their implementation;

(four) to guide and coordinate the relevant departments to carry out the work of promoting civilized behavior;

(five) to supervise and inspect the implementation of civilized behavior propaganda;

(six) regularly assess and inform the implementation of these regulations;

(seven) to supervise the relevant departments to accept and handle relevant reports and complaints in accordance with the provisions;

(eight) other civilized behavior promotion work.

City, district (county-level city) should establish a joint meeting system to promote civilized behavior and coordinate and solve major problems. Article 6 The municipal, district (county-level city) people's governments shall incorporate the promotion of civilized behavior into the national economic and social development plans and annual plans, formulate relevant policies and measures, and incorporate the funds for the promotion of civilized behavior into the fiscal budget for protection and earmarking.

The relevant departments of the municipal, district (county-level city) people's governments shall, in accordance with their respective responsibilities, do a good job in promoting civilized behavior.

The town people's government and sub-district offices shall, in accordance with the relevant requirements, do a good job in promoting civilized behavior within their respective jurisdictions.

Villagers' committees and residents' committees shall strengthen the publicity and guidance of civilized behavior and assist relevant units to publicize civilized behavior. Seventh state organs, enterprises and institutions, social organizations, other organizations and citizens should participate in the propaganda of civilized behavior.

Public officials and public figures should play an exemplary role in promoting civilized behavior. Article 8 The relevant departments of the municipal, district (county-level city) people's governments shall establish a system for reporting and investigating uncivilized behaviors, publish telephone numbers and email addresses for reporting and complaining, accept reporting and complaining, and investigate and deal with illegal and uncivilized behaviors.

Any unit or individual who finds uncivilized behavior has the right to report and complain. Chapter II Basic Code of Conduct Article 9 Citizens shall be patriotic and law-abiding, courteous and honest, diligent and thrifty, dedicated and dedicated, united and friendly, respect the old and love the young, and abide by civilized codes of conduct such as civic conventions, village rules and regulations, community residents' conventions and industry norms. Article 10 Citizens should safeguard national interests and dignity, cherish the national flag and national emblem and respect the national anthem. Eleventh citizens should take good care of the public environment and consciously abide by the following provisions:

(a) no spitting, urinating, littering, dumping sewage;

(two) do not set off fireworks and firecrackers in prohibited time and areas, and do not smoke in indoor public places and other places where smoking is prohibited;

(three) do not burn straw, garbage and other wastes in the open air, and do not barbecue in the open air in prohibited areas;

(four) do not throw paper scraps in public places and residential areas such as parks, roads and their sides, and burn paper, relics of the deceased and other funeral items;

(5) It is not allowed to illegally post, scribble, depict or hang publicity materials on the external walls, corridors, elevators, trees, outdoor pipelines and other outdoor facilities of buildings and structures;

(6) It is not allowed to pile up or hang articles that hinder the appearance of the city in balconies and windows of buildings facing the street, and it is forbidden to throw articles from buildings and structures;

(seven) do not set up their stalls outside the approved time and place, and do not occupy the road without authorization;

(eight) bazaars, convenience outlets and mobile booth merchants should keep the surrounding of the booth clean and tidy;

(nine) civilized toilet, not graffiti, uncivilized language and patterns on the walls of public toilets and other facilities;

(ten) other public environmental sanitation management regulations and civilized behavior norms.

In violation of the provisions of the first paragraph of this article, managers and civilized behavior coordinators (supervisors) in public places shall be discouraged; If it is still not corrected after dissuasion, it shall inform the urban management law enforcement department for handling. Urban management law enforcement departments should criticize and educate violators and order them to remove pollutants; Refuses to correct, a fine of two hundred yuan.

In violation of the provisions of the first paragraph of this article, in public places such as parks and roads, throwing paper products, burning paper, relics of the deceased and other funeral and commemorative items, the public place manager and civilized behavior coordinator (supervisor) shall discourage them; If it is still not corrected after dissuasion, it shall inform the urban management law enforcement department for handling. Urban management law enforcement departments shall criticize and educate the violators, order them to stop the illegal acts, recover the scattered objects and clean up the contaminated sites; Those who refuse to make corrections shall be fined from 50 yuan to 200 yuan for littering, and fined from 1000 yuan to 2,000 yuan for burning confetti, relics of the deceased and other funeral and commemorative items.

In violation of the provisions of the sixth paragraph of the first paragraph of this article, throwing objects from buildings and structures, public place managers, property managers and civilized behavior coordinators (supervisors) shall be discouraged; If it is still not corrected after dissuasion, it shall inform the urban management law enforcement department for handling. Urban management law enforcement departments criticize and educate the violators, order them to stop the illegal acts and impose a fine of not less than 50 yuan but not more than 200 yuan; If the circumstances are serious, a fine of two hundred yuan or more and two thousand yuan or less shall be imposed.
