The People's Procuratorate of Chengmai County, Hainan Province held a press conference on the protection of ecological environment and resources, informed the news media and society about the related work in the protection of ecological environment and resources, and reported the typical cases of criminal prosecution and public interest litigation, and answered questions in detail.

At the meeting, the situation, main practices, highlights, achievements and next steps of the procuratorial work on ecological environment and resource protection in our hospital were reported. In terms of criminal prosecution, * * * handled 37 cases of 94 people arrested for crimes against environmental resources, 66 people were arrested, 28 people were not arrested, 54 cases of 114 people prosecuted for crimes against environmental resources were accepted, 3 cases of 11 people were transferred for prosecution, and 52 cases of 15 people were submitted to Haikou People's Procuratorate for examination and prosecution, which effectively cracked down on crimes against environmental resources and gave full play to the judicial effectiveness of procuratorial participation in social governance.

in terms of public interest litigation, * * * filed 16 administrative public interest litigation cases involving mangroves, issued 12 pre-litigation procuratorial suggestions, and settled 4 cases through negotiation, with a recovery and rectification rate of 1%; Intervene in advance and supervise the public security organs to put on record nine criminal suspects who damaged mangroves, and proceed to handle nine criminal incidental civil public interest litigation cases involving mangroves, one of which has been decided. Supervise and protect the mangrove area of 3.9121 mu, and protect 248.729 million mangroves. The total value of mangroves involved is 2.88767 million yuan, involving the total ecological value of mangroves of 6.279647 million yuan. Now, the responsible subjects have been urged to replant 93.683 million mangroves and recover the ecological restoration fund of 1.817996 million yuan. Helping the ecological protection work of Huachangwan Mangrove Nature Reserve in Chengmai County has become a positive example of the rectification of central environmental protection inspectors. The ecological protection of mangrove wetlands was selected as the innovative practice project of public interest litigation in Hainan province, and it became the only project selected by the procuratorial organs in the province with the protection of mangroves as the innovative practice content.

This paper introduces a series of public interest litigation cases in which Chengmai County Procuratorate urged and rectified illegal aquaculture in mangrove nature reserve. Two typical cases of work are introduced in detail, namely, the illegal mining cases of Liang Moujia, He Mouyi, Huang Moubing and He Mouding; Ge Molin, Ge Mouqiu and other 2 illegal mining cases.

At the scene, questions were asked about the circumstances under which illegal mining activities will be investigated for criminal responsibility, the measures and effects of the institute to crack down on illegal mining crimes, how to dig and find clues in the process of developing public interest litigation cases in the ecological environment field, and the measures taken to follow up and supervise the administrative organs to rectify and implement the problems. The questions were answered in detail.

It is understood that in the next step, Chengmai County Procuratorate will unite various forces to further improve the case clue discovery ability, unite the joint efforts of work, and better realize "win-win, win-win and win-win". At the same time, expand social influence, strive to create a good publicity atmosphere, strengthen team building, train professionals in environmental resources protection, and lay a good combination of criminal, civil and public interest litigation. Relying on special activities for rectification, we will fully protect Chengmai green water and green mountains.
