Chapter I General Provisions Article 1 In order to meet the needs of standardization of militia military training and improve the quality of training, these Detailed Rules are formulated in accordance with the Military Service Law of People's Republic of China (PRC), the Regulations on Militia Work, the relevant provisions of the Military Commission, the General Staff Department and the two-level military regions, and combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to the military training of the militia in this Municipality. Article 3 The standardized training of militia shall be carried out in a centralized, unified, systematic and orderly manner in terms of military theory education and technical and tactical training activities in accordance with the training laws and regulations issued by the Central Military Commission and the General Staff. Article 4 Basic requirements for standardized training of militia in this Municipality:

(a) must be under the unified leadership of the local Party committee, government and military organs at higher levels, by the people's armed forces departments at all levels (hereinafter referred to as the People's Armed Forces Department) specific organization and implementation.

(two) centralized training must be carried out in the district and county militia military training base or citizen soldier training center. Military (soldier) professional and technical soldiers without weapons, equipment and training venues shall be organized by the district and county people's armed forces departments in a unified way, and be trained in pieces or by the garrison.

(three) we must adhere to the rule of law, according to the outline of training, strict training, strict requirements, to ensure the implementation of personnel, time, content and quality indicators. The attendance rate of students is not less than 98%; The qualification rate of training is not less than 95%; The reserve rate of qualified soldiers is not less than 95%.

(four) must establish and improve the rules and regulations, strict management, maintain the normal training order. During the training period, temporary party (league) organizations should be established to implement political education. All participants must conscientiously implement and study rules, regulations and various rules and regulations, and obey orders and commands. No serious violation of discipline; No major administrative liability accident occurred; No training casualties.

(5) Take district and county people's armed cadres as the main body, and combine them with full-time armed cadres and militia cadres to establish a relatively stable team of coaches who can speak, do, teach and do ideological work. The ratio of teachers to students shall not be less than 1 to15; Audio-visual teaching is widely used in training; The main arms training should have demonstration units.

(six) must be responsible for the level, diligent in training, pay attention to efficiency, and implement training support. The training, teaching, facilities (venues) and living security facilities of the training base must meet the requirements; The militia's operating expenses, the income from supporting the army and giving preferential treatment to its dependents and other funds must first ensure the militia's military training. Chapter ii organizational planning article 5 the people's armed forces departments of all districts and counties shall, according to the militia military training tasks assigned by their superiors, combine local conditions and focus on the tasks that may be undertaken in peacetime and wartime, formulate military training plans and plans respectively and deploy training tasks. Sixth militia annual military training tasks must be completed on schedule. Due to special circumstances, the county people's Armed Forces Department needs to adjust or reduce the training tasks, which should be reported to the provincial people's government and the provincial military region for approval in accordance with the provisions of Document No.76 of the General Staff Department [1990], and reported to the Nanjing Military Region for the record. Adjust the reduced training tasks, and make-up training will be completed in the next 1 to 2 years. Article 7 The annual (regular) militia training plan formulated by the people's armed forces departments of districts and counties must be reported to the military sub-districts for approval. The approved military training plan shall not be changed at will. If it is really necessary to change, it shall be reported to the military sub-district for approval. Eighth District People's Armed Forces Department shall, according to the military training tasks entrusted by the military sub-divisions, formulate annual and phased military training plans for the militia respectively. The contents of the annual training plan include: guiding ideology, military training tasks, training time, training majors and participating units, number of people, training methods and measures, large training activities, etc. The contents of each training plan include: training objects, training contents, time allocation, training methods, training venues, lecturers, training requirements and measures, etc. In addition, a weekly training plan should be made before the implementation of each training class, including the content, place, organization and implementation methods, safeguard measures, organizers or coaches of military training every day and every class. Article 9 The annual training tasks of the People's Armed Forces Departments of all districts and counties include the following contents:

(1) Participant index. Strictly implement the ratio of infantry to professional and technical soldiers and professional and technical soldiers. Implement the training targets from the backbone militia cadres who have not been trained by the same level organizations and the backbone militia who have not been trained by themselves. Advocate "advanced training", and control the participation rate of female militia at 8%- 10%. In order to ensure the number of trainees, each unit can increase the number of maneuvers by 1%-2% on the basis of mandatory tasks.

(2) Training time index. The starting and ending time of annual training is 65438+ 10 to 65438+February. The time limit of militia military training is as follows: full-time people's armed cadres are trained for 60 days, and the training is completed within 2 years; Militia cadres have 30 training days, which are generally completed within 1 year; 20 training days for infantry and 25 training days for professional and technical soldiers, completed at one time in the same year; The unarmed militia professional and technical soldiers have 25 to 30 training days, which can be completed at one time in the same year. The annual training day is calculated as 8 hours. Training time does not include round trip, holidays, political education and other time.

(3) Training content indicators. The training content of infantry and professional and technical soldiers equipped with weapons and equipment shall be implemented in accordance with the provisions of the militia military training program; The training content of professional and technical soldiers without weapons and equipment is implemented according to the provisions of the PLA Army Military Training Program, and the training courses below the class level are completed. Militia cadres mainly train in command and teaching methods; The militia mainly carries out basic technical and tactical training. All participants must complete live-fire shooting, live-fire throwing and live-fire operation according to regulations.

(4) Training effect indicators. All trainees must be assessed in strict accordance with the Military Training Performance Evaluation Standard of Militia or the Military Training Performance Evaluation Standard of China People's Liberation Army, and the qualification requirement is that all subjects have passed the examination.
