Article 1 In order to strengthen the management of clothing and signs of comprehensive administrative law enforcement in Shandong Province and promote standardized and civilized law enforcement, these measures are formulated in accordance with the relevant provisions of the Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Reform of Comprehensive Administrative Law Enforcement and the Notice of the Ministry of Finance and Justice on Printing and Distributing the Measures for the Administration of Clothing and Signs of Comprehensive Administrative Law Enforcement (Caishui [2020] No.299), combined with the actual situation in our province.

Article 2 These Measures shall apply to the management of clothing and signs for comprehensive administrative law enforcement at all levels in the province, such as ecological environment protection, transportation, agriculture, cultural market, emergency management and market supervision.

Third provincial comprehensive administrative law enforcement departments are responsible for the guidance and coordination of the management of standard clothing and signs in this field.

Comprehensive administrative law enforcement departments at all levels are responsible for the management of standard clothing and signs of their own units. The judicial administrative and financial departments of the people's governments at or above the county level shall be responsible for the comprehensive banks in the region.

Supervise and manage standard clothing and law enforcement signs.

Article 4 All localities and relevant departments shall distribute standard clothing and signs within the budget quota standards in accordance with the scope and standards of distribution as stipulated in these Measures and the technical specifications as stipulated by the state. The scope of clothing shall not be expanded, the standard clothing and logo style shall not be changed, and the distribution standard shall not be improved.

All localities and relevant departments should strengthen the construction of comprehensive administrative law enforcement team, urge comprehensive administrative law enforcement personnel to standardize dress and wear signs, and strictly enforce the law discipline.

Article 5 The funds required for issuing standard clothing and signs shall be included in the budget management of local people's governments at all levels and in the departmental budgets of comprehensive administrative law enforcement departments.

Sixth standard clothing and logo procurement, by the provincial comprehensive administrative law enforcement departments in accordance with the relevant provisions of government procurement organization and implementation. Among them, 40% of the total budget of standard clothing procurement should be reserved for prison enterprises to purchase. Unless otherwise stipulated by the state ministries and commissions, such provisions shall prevail.

Article 7 In the internal or subordinate law enforcement agencies where comprehensive administrative law enforcement departments at all levels mainly perform administrative punishment, administrative compulsion, administrative inspection and other administrative law enforcement functions, the on-the-job staff who have obtained the "People's Republic of China (PRC) Administrative Law Enforcement Certificate" and directly carry out law enforcement work for law enforcement objects will be allotted standard clothes and signs, and other personnel will not be allotted.

Eighth comprehensive administrative law enforcement departments at all levels are responsible for determining the list of personnel equipped by their own units, including the names of law enforcement agencies, personnel names, positions and administrative law enforcement certificates. , reported to the judicial administrative organ at the same level after the audit, and then reported to the superior comprehensive administrative law enforcement departments for audit.

Article 9 Comprehensive administrative law enforcement departments at all levels shall, when determining the roster of their own personnel, strictly examine and determine the information of internal or subordinate law enforcement agencies and specific administrative law enforcement personnel that can be equipped according to the actual law enforcement work of their own departments and the scope of equipment, so as to ensure that the personnel can directly perform administrative law enforcement functions such as administrative punishment, administrative enforcement and administrative inspection for law enforcement objects. Strictly distinguish between front-line law enforcement personnel and administrative office, personnel and financial staff, and effectively ensure the dress code of front-line law enforcement personnel.

Provincial comprehensive administrative law enforcement departments should strengthen work guidance, comprehensively evaluate and review the distribution scope of comprehensive administrative law enforcement in this field and this system, summarize the information of distribution personnel and report it to the Provincial Department of Justice and the Provincial Department of Finance for the record.

Tenth judicial administrative organs at all levels shall, in accordance with the relevant provisions of the management of administrative law enforcement personnel, strictly examine the identity of administrative law enforcement personnel, and ensure that all distribution personnel have obtained the "People's Republic of China (PRC) Administrative Law Enforcement Certificate" and meet the scope of distribution.

Article 11 Financial departments at all levels shall, according to the list of distributors, distribution types and standards confirmed by relevant departments, and in accordance with the relevant provisions of budget management, ensure the funds needed for the distribution of standard clothing and signs.

Twelfth comprehensive administrative law enforcement officers who have been allotted standard clothing and signs shall wear standard clothing and signs when performing administrative law enforcement functions.
