The main ways for the masses to participate in the popularization of law are usually organized by legal propaganda departments or industrial organs such as towns and villages, and they go to urban streets, township fairs, fields and other places to take legal advice, give speeches, distribute publicity materials, post propaganda slogans, and organize cultural performances of popularizing law. Only by combining "point" with "face" can our popularization of law achieve remarkable results. Only by closely combining the dissemination of legal knowledge with the introduction and interpretation of legal documents can we truly realize and achieve the goals and objectives of the "Fifth Five-Year Plan". Fourth, the combination of traditional and advanced propaganda methods, and the combination of traditional and advanced propaganda methods is a breakthrough in deepening legal publicity. In the publicity and education activities in the past 20 years, law enforcement administrative organs at all levels have created many good legal publicity methods, such as making permanent slogans, compiling publicity columns and windows, issuing publicity materials and articles, organizing various legal training courses and consultation meetings, and organizing publicity groups to give legal lectures in institutions, factories, mines, schools and rural areas. These methods have played an active role in spreading, popularizing and popularizing legal knowledge. However, these methods also have some limitations. Combine legal publicity with cadre training and education. We should combine legal publicity with cadre training to make legal publicity more deeply rooted in people's hearts. The key to building a socialist country ruled by law lies in cadres, especially leading cadres, who should actively take the lead in learning, abiding by and using the law. Therefore, constantly improving the legal quality of cadres is an important link to realize the goal of popularizing law. To achieve this goal, we must pay attention to strengthening the training of cadres' legal knowledge. Since the popularization of law in China, although it has been repeatedly emphasized that cadres should take the lead in learning the usage of law and improving their legal quality, and administrative organs at all levels have made great efforts, they have never been able to solve and improve the institutionalization of legal training for cadres, nor have they been able to better supervise and improve the management methods for leading cadres' legal examinations. There is still a lack of work in training cadres' legal knowledge. All these situations make it difficult not only to achieve the goal of improving the legal quality of cadres, but also to deepen the legal publicity. Therefore, it is another important problem to be solved during the "Fifth Five-Year Plan" period to establish and improve the cadre training system and improve the management methods for strengthening the cadres' examination of learning law. Legal publicity and education is a basic work to promote the process of governing the country according to law and build a socialist country ruled by law, and it is also an important work content of party and government administrative law enforcement organs at all levels.
